- Wage Determination Combined Synopsis/Solicitation QASP and Pricing Grid in Word This is a combined synopsis/solicitation for a commercial service prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 12.102 (g) and with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; Quotations are being requested and a written solicitation will not be issued. The Solicitation number is: OPM2612Q0005 and is issued as a Request for Quotation (RFQ). This solicitation document incorporates all mandatory commercial item provisions and clauses that are in effect through Federal Acquisition Circular (FAC) 2005-55 dated January 3, 2012. The North American Industrial Classification System (NAICS) code is 541618, and the small business size standard is $7.0 million. This procurement is reserved exclusively for small business participation. The Office of Personnel Management's (OPM), Human Resources Solutions (HR Solutions) enterprise provides services that assist the Federal Government in achieving their missions by: (1) partnering with agencies to provide effective human resource solutions that develop leaders, attract and build a high quality public sector workforce, and transform agencies into high performing organizations; and (2) offering services that enhance agencies' ability to attract and acquire specific talent. HR Solutions' Leadership and Talent Management Services (LTMS), as a Federal business enterprise, partners with agencies to meet their missions by providing effective human resource solutions that develop leaders committed to public service values, attract and build a high quality public sector workforce, and transform agencies into high performing organizations. Provides competency-based interagency leadership and management development programs to build and sustain the knowledgeable leaders needed for a Government that is citizen-centered, results-oriented and market-based. LTMS is comprised of the following subcomponents: Account Management PMO, HR Strategy and Evaluation Solutions (HR S&E), HR Management Solutions (HRM), and Business Enterprise Support (BES). HR Strategy and Evaluation Solutions (HR S&E) is responsible for identifying, developing, enhancing, and delivering quality strategy and evaluations solutions specifically related to the "strategizing, organizing and planning" portion of the HR Lifecycle. The service offerings included in this solution are: Human Capital and Human Resources Strategy, Competency Modeling, Individual and Organizational Assessment, Workforce and Succession Planning, Organization Design, Position Classification and Management, among others. In support of its mission to help Federal Agency clients improve their ability to build high-performance organizations and thereby provide better value to the taxpayer, HRS requires the services of a contractor to develop, print, administer, and process surveys. OPM intends to award one Firm-Fixed Price Blanket Purchase Agreement (BPA) to the offeror that represents the best value to the government. The Period of Performance (POP) shall be five years (base year and four (4) one-year option periods) from date of award. Only e-mailed requests for additional information will be accepted at John.Dismond@opm.gov through 3:00 PM Eastern Standard Time (EST), February 1, 2012. Note that communications with other officials may compromise the competitiveness of this acquisition and result in the cancellation of the requirement. Offerors are invited to submit a written quotation. Written quotations shall be comprised of two volumes (technical and pricing), with an original and three (3) copies each, which must be received by the Contracting Officer by 3:00 PM Eastern Standard Time (EST), February 8, 2012. Your quotation shall be organized as specified in INSTRUCTIONS FOR PREPARING THE TECHNICAL PORTION OF THE QUOTATION; and INSTRUCTIONS FOR PREPARING THE BUSINESS PORTION OF THE QUOTATION. Quotations submitted electronically in response to this notice shall include the solicitation number in the subject line and be signed and dated. Vendors not registered in the Central Contractor Registration (CCR) database and not registered in the VETS-100 database at the time the requirement is to be awarded will not be considered.
