- Project Description: In support of the Pentagon Sentry Program, the U.S. Army Corps of Engineers, Baltimore District seeks qualified Contractors for the design and construction of a new 4,380 Gross Square Footage (GSF) pedestrian visitor screening facility that is attached to the Pentagon Building to function as a secure visitor pedestrian access control point before visitors enter the Pentagon at the existing Metro Entrance Facility. The design and construction will include a new queuing area, ID badge stations, screening area with screening equipment, over watch desk, interview room, privacy screening area, restroom facilities, and storage, equipment, electrical, mechanical rooms. The project also includes the design and construction of a 3,635 GSF employee screening facility to serve as a secure employee pedestrian access control point which will be constructed in front of the existing Metro Entrance Facility at the main entrance to the Pentagon Building. The design and construction of the employee screening facility will include an employee screening area with several security turnstiles, Americans Disability Act (ADA) compliant full-height security turnstiles and screening equipment, employee vestibule, and an emergency egress. Also required are interior renovations to the existing Metro Entrance visitor screening area to accommodate connection and operation of the new visitor and employee screening facilities. All renovations on the interior of the Pentagon Building shall comply with the Universal Space Plan System-Pentagon Renovation Wedges2-5. In addition, this project includes the design and construction of a 2,775 GSF Gatehouse to serve as a new secure employee and visitor pedestrian access control point at Corridor 8 to the Pentagon and includes the same security features as the new visitor screening facilities identified above. All construction shall be phased to allow for existing screening facilities to remain operational for visitor and employee access throughout construction and allow for emergency egress during construction phasing.. Designs will require National Capital Planning Commission (NCPC), Commission of Fine Arts (CFA) and the Virginia State Historic Preservation Office (VA SHPO) reviews and approvals for aesthetic capability with the exterior architectural facade of the Pentagon. The Baltimore District Corps plans to award a design/build contract for design and construction of the aforementioned facilities to the Offeror using Best Value Trade-Off Analysis based on evaluation of Offeror cost and technical proposals and the established evaluation factors identified in the contract solicitation. The design/build contract will be awarded in Summer 2012 with anticipated construction completion in late 2013. The period of performance for this project is 540 calendar days from the Notice to Proceed. The total contract value for this project is currently estimated between $5-$10M. Site Visit Information: A site visit with all prospective Offerors will be conducted to view existing conditions at 10:00 a.m. on February 16, 2012. Offerors shall bring 2 forms of identification and process through the Visitors Screening Building located at the exit of the Pentagon Metro Station and meet at the exit of the Visitors Screening Facility in front of the Pentagon Main Entrance. There is no park-ing at the Pentagon; Offerors can take the Metro to Pentagon Station or park in the Pentagon City/Macy's parking garage and walk thru the tunnel under 395 to the Pentagon. NAICS Code: 236220, Size Standard is $33,500,000.00. The magnitude of construction is between $5,000,000 to $10,000,000. The completion period is expected to be approximately 540 calendar days from no-tice to proceed. The bonding requirement for this solicitation is 20% of the proposed price.
