- This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. This solicitation will be procured under FAR Part 12, Acquisition of Commercial Items. Solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-55. Total set-aside for Small Business, NAICS 541611, Business size Standard $7.0. DESCRIPTION: The contractor shall provide services consisting of furnishing all labor, materials, equipment, supervision, transportation and incidentals necessary to provide three, 3-day Safety and Health Fairs located in various New Mexico and Arizona locations in accordance with the Statement of Work. Scope of WorkBureau of Indian Affairs, Safety Awareness Fair, 2012Gallup, New Mexico PROJECT SUMMARY: The Navajo Regional Office, Division of Environmental, Cultural and Safety Management (DECSM) is requesting the services of an environmental/safety contractor to plan, design, and conduct three, 3-day Safety and Health Fairs located at Gallup, New Mexico, Chinle, Arizona and Tuba City, Arizona in April 2012. The purpose of the Safety and Health Fairs is to provide and promote an environmental compliance and a healthy and safe workplace in Federal facilities owned or operated by the Bureau of Indian Affairs (BIA) and in schools operated by the Bureau of Indian Education (BIE). The Safety Fairs at these locations will provide training to employees on OSHA, Department of Interior, BIA and BIE Safety regulatory compliance and program initiatives. The Safety and Health Fair must be formatted in multi-media modules to maximize participation in all aspects of the 3-day Safety Fair. The planned date for the Fairs is the Month of April, 2012. The Regional Safety Program is conducting a Safety Fair as a communication outreach in educating current and new bureau employees of workplace safety, safety and environmental initiatives, safety and environmental compliance, to improve safety and accident prevention, to assist agency staff in establishing safety committees, to ensure employees understand the role of Safety at schools and facilities WORK REQUIREMENTS: The contractor shall be wholly responsible for developing, scheduling and organizing the 3-day Safety fairs at or in nearby locations that will accommodate attendees and the training modules. The contractor is also responsible for the advertisement, announcement and notification to BIA and BIE facilities of the Safety Fairs at each locations, procurement and scheduling of the meeting facility. The contractor is responsible for supplying equipment, instructors, materials/supplies, books, providing conference, materials or hand-outs for attendees and all other items to be used in the presentations and demonstration in the training. In addition, the contractor will be responsible for the provision of audio visual equipment such as microphones, screens, TVs, computers, etc. The contractor shall meet with the Navajo Regional Safety Officer to plan and coordinate the proposed Safety Fair schedule, agenda, and training modules. Contractor will present to the Regional Safety Officer any alternatives in the selection of training topics or selection of location, if required. The contractor proposal will be reviewed by Regional Safety Officer before a selection is made for the Safety Fair to be implemented. BACKGROUND: The Regional Safety Office ensures occupational safety and health of the BIA and BIE employees, students attending and residing in BIA federal facilities and for BIE administered schools, grants schools, and contract schools. The Safety program ensures that protection of the government properties, collection of data for workman's compensation and tort claims, and procedures for safety management. The mission of the Regional Safety Program is fire prevention, investigation, analysis, and prevention. Other critical areas are employee workplace safety, adherence to OSHA guidelines and safe operations of motor vehicles. Another supporting mission is within Division of Environmental, Cultural and Safety Management is ensuring BIA and BIE maintain compliance with DOI Executive Orders-Greening, Recycling, Environmental Management Systems, and environmental compliance in schools. Scope of Work: Typical services to be provided by the contractor include, but are not limited to, those given below: PRE-WORK SUBMITTALS:1. A draft proposal and schedule for the 3-day Safety Fairs, that lists agenda items, Safety Fair announcement, locations, dates for safety fair to be scheduled in April 2012.2.A list of accommodations availability for the fairs on or adjacent to the appropriate locations. Changes to the locations may be necessary based on available accommodations.3.Listing of required equipment, materials and supplies for handouts, training and final reporting.4.Safety modules/courses, time required for each module/course, equipment for presentations, equipment of First-aid/CPR demonstration, and any handout for attendees should be included. Any Safety fair highlights that may be helpful to promoting safety awareness.5.Safety training topics should address Hazard Communication, OSHA Record Keeping, OSHA Overview, BIA SMIS-Workers COMP & FECA (Accident Reporting), Incident Command System, Personal Protection Equipment, and Housekeeping (present trips & falls) Office Safety & Ergonomics, Defensive Driving, First-Aid/CPR, Biological hazards including Mold Cleaning and Awareness, Hanta Virus, Avian flu, Blood Borne Pathogens, Electrical Safety (lock-out/tag-out), Fire Sprinkler, Detection, Protection, Fire Drills and requirements of High elevation climbing training, Confined Space Entry requirements6.Environmental training that covers: Department of Interior (GSA) Green Procurement, Chemical Management, Using Green products, Overview Environmental Management Systems, Petroleum and Universal Waste recycling. TASKS REQUIREMENTS:1 One three-day Health, Safety and Environmental Fair at Western Navajo Agency or within a reasonable commuting distance (i.e. Flagstaff, Arizona); One three-day Health, Safety and Environmental Fair at Central Navajo Agency, Chinle Arizona or within reasonable commuting distance (i.e. Dine' College Tsaile, Arizona or Many Farms High School, Many Farms, Arizona); and One three-day Safety and Environmental Fair at Eastern Navajo Agency or within a reasonable commuting distance (i.e. Gallup, New Mexico) as described in the final schedule.2. Certification of course participation or certification for first aid/CPR training or NSC DDC testing as agreed.3.Workbook/Course material for each participant.4.Evaluation sheet to critique course and agenda presentation to be used as a construction tool for future health, safety and environmental fairs. REPORTING REQUIREMENTS:1.The contractor shall prepare an evaluation sheet for students to rank the quality of the Safety fair as to the weakness or strengths provided at each location. The report will contain responses from the attendees on the safety fair that better improve future Safety fairs. Approximately (~) 600 participants are expected.2.Overall Summary of Safety Fair as to what was presented, keynote addresses, slides, photographs and bibliography of references presented to students. Copies shall be bound and distributed to all participants for future reference ~600 participants are expected.3.Any reports generated by the contractor shall be initially submitted as a draft for approval/concurrence by the COR/Deputy. Contractor shall submit a bi-weekly report of progress and expenditures to the COR. Final reports will be due within two weeks of the return of a draft. If reports are lost, the contractor shall reissue copies at his/her expense. All reports shall be signed by an environmental professional or project manager.4.All correspondence shall be protected and secured. All documents are the property of the Navajo Region Division of Environmental, Cultural and Safety Management and may not be distributed without the consent of the BIA DECSM. Period of Performance: The period of performance will be;1) Draft Safety Fair Schedule/Agenda: 30 days from the Notice to Proceed.2) Design of a final Safety Fair Schedule/Agenda for the 3 Agency locations: 15 days from the approval of the agenda/brochure.3) Advertisement, lodging, and training locations shall be announced no later than March 15, 2012.4) Registration forms (company provided)5.Acceptance Requirements: The COR, in consultation with the Division of Environmental, Cultural and Safety Management (DECSM) Regional Environmental Scientist will determine the acceptability of the finalized scheduling and training for the Safety Fairs, will determine the acceptability of work performed. Government Provided Material:1. Draft course outline of acceptable classes.2.List of Contacts of Safety Officers at Western, Eastern and Central Navajo Agencies. All interest offerors shall provide an all inclusive costs for the requirement; including but not limited to all applicable taxes. Price Estimate 1.)Safety Fair Training @ 3 Jobs = $_____2.)All Applicable Taxes including but not limited to NM & AZ & Navajo nation taxes = $_____3.)Total $_____ (Break down costs as is applicable) M. 1 Contract Award: Award will be made on the basis of the lowest evaluated price meeting the technically acceptable standards. The Government intends to select the Lowest Price Technically Acceptable offer on the basis of initial offers received, without discussions. Offers may be given the opportunity to clarify certain aspects of the proposals (e.g., the relevance of an offeror's past performance information or to resolve minor or clerical errors). M.2 Evaluation: The Government will conduct a lowest price technically acceptable source selection as required under FAR 15.101-2. The Government will evaluate all offers to determine technical acceptability proposal with the lowest evaluated price. Each Factor will be rated either "Acceptable" or "Unacceptable". All Factors must be "Acceptable" in order to be determined as technically acceptable. A proposal with any factors that are rated as "Unacceptable" will not be considered. M.3 Evaluation Factors: Factor I-Technical Capability Factor II-Management Capabilities/Key Personnel Qualification Factor III- Past Experience: Demonstrated Project Experience on Navajo Trust Lands FACTORI-TechnicalCapabilityProposal: The Technical Capability should have as much details as the offeror considers necessary to fully explain the proposed technical approach. The technical proposal should reflect a clear understanding of the nature of the work to be performed. The proposal shall assess the offeror's understanding of the Bureau of Indian Affair's goals for the project and an understanding of the Statement of Work (SOW). The proposal should include, but not limited to the following: a. Knowledge and understanding of the requirements outlined in the SOW.b. Understanding of general and local conditions which can affect the SOW.c. Logical sequence of steps and/or specific techniques to accomplish all required tasks specified in the SOW.d. Capability to produce deliverables in response to the SOW. FACTOR II - Management Capabilities/Key Personnel Qualifications Each offeror shall submit information and certifications on the key personnel including trainers, and project managers. FACTOR III - Past Experience: Demonstrated Project Experience in accordance with the SOW. Listing at least last three projects of a similar nature with contact telephone information. Specialized experience with rural communities. The examples should describe the difficulty of the project.
