Description
The Naval Surface Warfare Center, Panama City Division (NSWC PCD) is soliciting proposals using full and open competition for lightweight, unframed transparent armor (TA) solution for use in a Government designed emergency egress window that will be installed on the Mine Resistant Ambush Protected (MRAP) Buffalo vehicle. The TA will be delivered in eighty-three (83) kits with two (2) pieces in each kit. The contract will have an option for an additional sixteen (16) kits. The requirement is only for TA glass. The TA glass will be sized in accordance with NSWC PCD drawing number 42510. The solicitation will contain a drawing that is distribution limited to DoD and U.S. DoD Contractors. Requests for the drawing must be submitted via e-mail to Annette.Desercey@navy.mil. Requests must contain the vendors Contractor and Government Entity (CAGE) Code to be considered as potentially eligible to receive the controlled data. The resulting contract will be firm fixed price and will be awarded on the basis of the lowest price technically acceptable offer. The successful offeror will either have or be required to provide within thirty (30) days after contract award certification from the United States Army Tank Automotive Research, Development and Engineering Center (TARDEC) for the formula of TA glass being provided under the contract. The Government reserves the right to conduct a pre-award survey of the offerors facilities to verify technical competence and production capability. NAICS Code 327215 applies. Small Business size standard is 500 employees. FSC 9340 applies. The period of performance shall be from award of the contract through 240 days after contract award. The contractor shall deliver the first fifteen kits within 60 days after contract award, with a minimum delivery of fifteen kits per month until complete. Delivery will be made to the Naval Support Activity Panama City, Receiving Officer, Building 100, 101 Vernon Avenue, Panama City Beach, FL 32407-7001.
