Description
-130 Modular Aerial Spray System (MASS) Program Industry Day This is a request for industry day and not a solicitation. INTRODUCTION: The Government is planning industry day meetings 28 February through 1 March 2012; from 0800-1600 hours. These meetings will be held at the Youngstown, OH, Air Force Reserve Base (AFRB). The purpose of these meetings is to obtain information concerning the C-130 MASS Program. The industry day is intended to encourage free-flowing dialogue between the Government and industry. The Government will provide information on the C-130 MASS Program and highlight the potential requirement for the work to be planned and accomplished during the initial effort. An aircraft and MASS orientation will be conducted to allow the vendors to observe the loading and/or unloading of the MASS onto the aircraft to include MASS to aircraft electrical and mechanical interface. The Government will then solicit feedback and recommendations in order to help refine the acquisition strategy. In conjunction with the Industry Day, a series of 30-minute one-on-one Question and Answer (Q&A) sessions with interested parties will be conducted. If your company is interested in scheduling a one-on-one session, please make your request at the same time you notify the Government of your intention to attend Industry Day and include your preliminary questions. Attendance for the one-on-one Q&A sessions is limited to five (5) people per entity/team. All parties planning to attend Industry Day are required to send an email notification to Mrs. Jill Thornton at jill.thornton@robins.af.mil or Mrs. Amanda Hodge at amanda.hodge@robins.af.mil no later than (NLT) 17 February 2012. Each company should send their information for one point of contact, to include: name, company affiliation, phone number, email address, and the number of attendees, along with the request for a one-on-one session with the Government, if one is desired. Parties who do not pre-register may be allowed to attend the Industry Day if space is available, at the Government's discretion. Parties who do not pre-register will not have the opportunity to meet one-on-one with the Government. NOTE: THIS SPECIAL NOTICE IS PART OF MARKET RESEARCH ONLY: IT IS NOT A REQUEST FOR PROPOSAL, REQUEST FOR QUOTATION, OR AN INVITATION FOR BIDS, NOR DOES IT COMMIT THE GOVERNMENT TO ISSUE SUCH A REQUEST OR INVITATION. INDUSTRY DAY PARTICIPATION IS STRICTLY VOLUNTARY AND THE GOVERNMENT WILL NOT PROVIDE ANY REIMBURSTMENT OR OTHERWISE PAY FOR ANY INFORMATION AND OR PRESENTATIONS ASSOCIATED WITH INDUSTRY DAY. SCOPE: This Industry Day is directed to competitive potential prime Contractors who have demonstrated experience in the development and manufacture of like systems for commercial or military applications. The Government will use the information gathered from the Industry Day for the development of the C-130 MASS Program acquisition strategy. Further, this information will help the Government structure a program that will mitigate cost, schedule and performance risks. REQUIREMENTS: This program includes efforts to develop, manufacture, install, and support testing of the C-130 MASS. The Government has determined the need to replace the existing C-130 MASS due to increased difficulty sustaining the current system. Six (6) kits will be purchased and installed at the Youngstown, OH, Air Force Reserve Base (AFRB). This acquisition will be conceptually based on the current MASS with improvements as required to comply with current EPA and legal requirements. All manufacturers that build the C-130 MASS must provide certification the company is qualified to design and build equipment for use on United States (US) military aircraft. The manufacturer must also comply with all military specifications on material used in the system. Upon completion of the effort, all designs, drawings, and proprietary rights to the project will be relinquished to the United States Air Force in accordance with the Federal Acquisition Regulation (FAR) 52.227-14 as prescribed at FAR 27.409(b)(1). OBJECTIVES: • The Contractor shall deliver MASS assemblies as part of a complete installation modification kit. Key Performance Parameters are as follows: o The MASS shall be designed to effectively adapt to the requirements of both high volume (HV) and ultra-low volume (ULV) spray missions. o Up to 20,000 acres during a single ULV mission. o Up to 200 acres during a single HV mission. o Effective chemical dispersion at airspeeds up to 250 KIAS. o The system shall provide liquid dispersal capability with viscosities of 30 to 300 centipoises and the pH range shall be 3.5 to 10.5. o Must interface with a C-130H aircraft electrically and mechanically the same as the current system. o Roll On/Roll Off, aircraft changes from airlift configuration to spray configuration in 30 minutes or less, and from spray configuration to airlifter configuration in 30 minutes or less. o Entire system shall load and unload, in whole, using existing USAF K-loader equipment (25K, 40K, and 60K) with no additional equipment. o Incorporate integral cleaning and draining features to prevent chemical contamination of the aircraft. o Shall be constructed with non-porous materials that are non-corrosive. o The system shall minimize residual chemical losses. o The design of the system will provide for a safe and efficient means for loading, unloading, and mixing of the chemicals to be sprayed. o Empty weight of the unit shall not exceed 7,500 pounds. Gross weight shall not exceed 50,000 pounds. o The aircraft mounting system must secure with the C-130 dual rail locking system. o The pallet must have built in containment pans/system capable of holding at least 10% of capacity of each installed tank. o All lighting and displays must be NVG compatible. o Must maintain current interface with installed Wingman GPS. • The Contractor shall manufacture the MASS kits to meet form, fit, function and interface with existing Group A hardware to where the design is feasible. The Contractor is responsible for ensuring there are no discrepancies between the assembly/fabrication drawings supplied and the actual assemblies to be installed on the aircraft. • The Contractor shall manufacture the MASS installation kits subject to the latest ISO 9001 family of standards, guidelines and technical reports. • The Contractor shall verify form, fit, and function requirements by component and assembly first article submissions and trial installation of the MASS kit on an aircraft. The Contractor shall provide technical support during trial kit installation, verification, and test. • The Contractor shall accomplish all Non-recurring Engineering (NRE) and shall deliver a technical data package (i.e. drawings associated for prime equipment and specialized tooling) resulting from NRE (See FAR statement under the above requirements paragraph). • The Department of Defense (DOD) will not provide production tooling or facilities for manufacturing purposes. • The Contractor shall possess capability to develop or to obtain tooling and to manufacture critical MASS components. • The Contractor shall possess the ability to manufacture or obtain complex critical components. • The Contractor shall produce deliverables in time to meet the projected production installation schedule requirements beginning October 2013.
