- THE NATIONAL INSTITUTES OF HEALTH (NIH), National Heart, Lung, and Blood Institute (NHLBI), Office of Acquisitions (OA), on behalf of the NHLBI/DIR Hematology Branch, intends to negotiate on a sole source basis and award a contract for a twelve (12) month service and preventative maintenance agreement for the Beckman Coulter MoFlo Bracket 3 Flow Cytometer Sorter, Serial Number 1245, to Beckman Coulter, Inc., 1425 Liberty Rd., #202, Eldersburg, MD, 21784, under the authority of FAR 13.106-1 (b) Soliciting from a Single Source. This notice of intent is not a request for competitive proposals. This announcement constitutes the only notice; proposals are not being requested and a written solicitation will not be issued. The proposed period of performance for this requirement will be February 1, 2012 through January 31, 2013. The North American Classification System (NAICS) code applicable to this requirement is 811219 - Other Electronic and Precision Equipment Repair and Maintenance with a size standard of $19.0M. The basis for the sole source determination is based upon the fact that: Beckman Coulter, Inc. is the sole source for the service and preventative maintenance of the MoFlo Bracket 3 Flow Cytometer Sorter, Serial Number 1245. Beckman Coulter, Inc. is the manufacturer of this equipment. The MoFlo Ultra-High-Speed Cell Sorter has complicated fluidics, lasers, PMTs, and filters, as well as unique electronic circuit boards. The MoFlo includes the Sortmaster and Cyclone which are exclusive to Beckman Coulter, Inc. Extensively trained Beckman Coulter, Inc. Field Service Engineers are essential for timely repair and minimal downtime of sorting and are the only service engineers authorized by Beckman Coulter, Inc. to perform repairs and maintenance of the proprietary equipment. This contract includes coverage of the Laser, UV Innova 302-0.6 W, Kr. This is essential for the repair and replacement of this particular laser, which is part of the MoFlo SN1245 from Beckman Coulter, Serial Number 01033635. Interested parties may identify their interest and capability to respond to the requirement, in writing, no later than the response date. Written responses to this notice shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
