- This is a synopsis for a Multiple Award Construction Contract at Dover AFB. Dover AFB anticipates awarding up to six (6) Firm-Fixed Price, Indefinite Delivery-Indefinite Quantity (IDIQ) construction contracts. Task orders will range from $500,000 to $10,000,000 (with the exception of the seed project). The majority of projects will fall within the $500,000 to $2,000,000 range. The work consists essentially of but is not limited to new construction, design/build for new construction, renovation, alteration, repair, and associated architecture/engineering work at Dover AFB. Types of structures may include, but are not limited to, administrative buildings, hospital and medical buildings, auditoriums, hangars, airfields, fire stations, garages, and prefabricated buildings. The capacity for the Multiple Award Construction Contract is $60,000,000.00 for the life of the contract. This is anticipated to be a base year, plus four option years, unless sooner exhausted. Contractors will submit proposals on a seed project with a magnitude between $100,000 and $250,000. Offers will be evaluated utilizing the Tradeoff Source Selection Process. The factors considered will be Past Performance, Price and Technical. All firms must be registered with the Central Contractor Registration (CCR) in order to receive award. Information to register can be found on the Internet at http://www.ccr.gov/ or telephone 1-888-227-2423. The entire solicitation, including the specifications, will be made available only on the Federal Business Opportunities (FedBizOpps) Web Site at http://www.eps.gov. The solicitation can be accessed by following the links on the FedBizOpps website to: Vendors / Citizens - Find Opportunities, then search the solicitation number FA4497-12-R-0002. Paper copies will not be available. Once the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any updates/amendments to any and all documents. All prospective offerors interested in submitting a proposal on this solicitation must have a commercial and government entity code (CAGE Code). Telephone and fax requests will not be honored. OMBUDSMAN (APR 2010) (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
