Description
Sources sought synopsis announcements are issued to assist the Agency in performing market research, to determine industry interest and capability in accordance with the Federal Acquisition Regulation (FAR) Part 10. This is not a request for proposals (RFP). The United States Property and Fiscal Office for the State of Maine is seeking information for market research to gain knowledge of potential qualified sources to determine an acquisition strategy. A response to this request will not be considered a proposal and cannot be accepted by the Government to form a binding contract. This is not a guarantee of future RFP or an award. This document should not be construed as a commitment of any kind by the U.S. Government. Any information provided to the Government in response to this document will become the United States Property and Fiscal Office for the State of Maine property and will not be returned. The Government will not reimburse contractors for any cost associated with responding to this document. Your responses to this sources sought will be treated as information only. The results of the market research will be used to determine the best overall acquisition strategy. The vendor shall be able to fulfill the following scope of work. a. Provide all necessary labor, materials and transportation to pick up soiled wiping rags and furnish clean cotton wiping rags of a uniform size, approximately 12"x14". b. Weight to be approximately 1 oz. per rag or more, on a "no-loss" rental basis to six locations for the Maine Army National Guard. c. The term "no-loss" means that at no time will the Maine Army National Guard be charged for lost rags or rags which no longer can be used. Weekly rental rates to remain fixed based on a basic inventory. d. The contractor shall pick up on a weekly basis dirty rags and return a number of clean rags equal to the dirty rags picked up the week before plus 2% of the inventory to cover lost and badly damaged rags. Pick up of rags will be on a weekly basis. Pick up will be on a regular schedule the same day of the week for the term of the contract. e. The Government reserves the right to increase or decrease the basic inventory as weekly usage may warrant over a period of time, i.e. seasonal fluctuation or unit mobilization. f. Each inventory point is to be picked up, delivered and billed separately. Delivery tickets must show the number of clean rags being returned each week. Invoices must be itemized by location. FMS 5 20 North Street Caribou, Maine 04736 500 Wiping rags per week. AASF 92 Hayes Street, BIA, Bldg 260 Bangor, Maine 04401-3091 500 Wiping rags per week. Submission Requirements: Responses to this announcement must be received no later than 2:00pm Eastern standard time, (14:00hrs) on Friday, 10 February 2012.
