- Questions and Answers on the final solicitation (RFP) INCREASED RESPONSIVENESS IN THE LEGAL SYSTEM (IRLS) SOLICITATION NUMBER: SOL-383-12-000001 To all interested parties: The Questions and Answers on the final solicitation (RFP) document that was posted on December 16, 2011 are attached to this notice. This notice also extends the closing date and time for the submission of proposals for subject solicitation from January 31, 2012 to Monday, February 13, 2012 10:30 a.m. local Sri Lanka time. Email transmissions of an Offeror's technical and cost proposal data will no longer be accepted. Offeror's are required to deliver the proposal data in a readable only digital media compatibility format (CD-R or DVD-R only). Documents must be compatible with Adobe Acrobat (PDF) and MSOffice 2010 in an MS Windows environment, except for cost spreadsheets, which are to be provided as Excel files with cell formulas intact. Technical and cost proposals must be presented in with separate CD/DVD discs. All digital media proposals shall be delivered (including commercial courier) no later than the time indicated above to: USAID/Sri Lanka EXO A&A Unit IRLS RFP SOL-383-12-000001 44, Galle Road Colombo 3, Sri Lanka Sincerely, s/ Braden W.
