Description
Introduction This Request for Information (RFI) is issued for market research, budgetary and planning purposes only. The Government Printing Office (GPO) is releasing this RFI to identify industry leaders in the manufacture of High Efficiency Shaftless Press technology. The RFI will enable the GPO to obtain the necessary information to validate its understanding of the marketplace and identify potential solution providers that exist to reinvent our doc.-size format strategy and optimize operations within the Advanced Printing Technology Assessment (APTA) framework. These features will enable the GPO to match the speed and throughput required to meet our commitment to Congressional, Office of Federal Register and Executive Branch partners. Background The purchase of a High Efficiency Shaftless Press coupled with the decommissioning of an existing Hantscho Web Press has been confirmed by the Joint Committee on Printing (JCP) Staff to reduce maintenance, utilities, labor and paper waste costs. As part of market research, The GPO is interested in obtaining information about the industry concerning capabilities to meet the requirements of the attached draft SOW. There is no requirement to respond to the RFI in order to be eligible to participate in the resulting procurement, however the GPO places tremendous value on the information received and will utilize it to finalize the acquisition strategy. Respondents shall fully use this opportunity to describe proven capabilities to perform services similar to those described in the Required Specification Document. Required Specifications The goal of this requirement is to purchase a new High Efficiency Shaftless Press which incorporates modern technology that will minimize waste and labor through the optimization of short-run operations. The new Press shall have the following salient characteristics: •I. Signature Size - Shall produce a correct grain, 64 page 5.875" X 9.125" •II. Low Make Ready- The press shall be equipped with two vertically stacked printing units that feed the same web (2 unit / 1 web). The operator shall be able to switch between units "on the fly" with the minimum number of wasted signatures while web speed is maintained. •III. Runs Speed - The press shall operate at 1,200 feet per minute run speed. •IV. Automation - The press shall be equipped with an automated stacker/bundler, folder and palletizer to reduce labor. •V. Heat Set Ink - the press shall support heat set ink •VI. Overhead Height Restriction - the press shall be designed such that it can be installed, operated and maintained in an area where the critical vertical dimension is 12 feet - 1 inches measured from the floor slab to the underside of the overhead beam. •VII. Complete System - the press shall operate as a complete and integrated system which includes the following: •a. Splicers •b. Web supply and infeed control •c. Idler rollers •d. Inking mechanism •e. Dampenning Systems •f. Printing Unit •g. Drying Oven •h. Chill Rolls •i. Web break control •j. Folder •k. Perforator •l. Stacker •m. Bundler •n. Palletizer •o. Platforms Opportunity GPO is seeking to better understand the available technology solutions and capabilities that industry can offer related to High Efficiency Shaftless Press. The capabilities GPO is interested in specifically are described. Requested Information •1. All questions regarding this requirement must be submitted in writing no later than 2 /7/2012. V endor responses are required via e-mail by 3:00pm EST on 2 /17/2010. Please submit responses to rwalker@gpo.gov. •4. Following your response, additional information and clarification questions may arise and be asked by GPO. •5. GPO may ask interested parties to participate in follow-up, in-person demonstrations of their capabilities at GPO. These will be scheduled after the receipt of vendor responses, with the aim of conducting these demonstrations in the coming weeks.
