- NASA/JSC has a requirement for Modifications to the Wireless Strain GageInstrumentation System (WSGIS). NASA is performing a Phase 1 effort to define interface requirements and operationsconcept and to perform risk assessment for the possible deployment of the BigelowExpandable Activity Module (BEAM) on the International Space Station. As part of thiseffort, sensor systems are being assessed for measurement of different parameters ofinterest, including temperature. To leverage off previous development and certificationefforts and to address operational and program constraints, the Wireless Strain GageInstrumentation (WSGIS)previously purchased from Invocon, Inc. has been identified as asystem to acquire temperature measurements. However, due to differences from theoriginal Invocon application, firmware changes are required to use the WSGIS for BEAM. In addition, the update to the USB driver for the Enhanced Wideband Micro TriaxialAccelerometer Unit (TAU)family of systems is required to enable its operation with theT61P laptop that is used aboard the ISS. NASA already possesses the WSGIS hardware andother Invocon systems being affected by this change and the WSGIS firmware is proprietaryprotocol. Therefore, NASA/JSC intends to purchase the items from Invocon, Inc. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to Jennifer Krause at jennifer.krause-1@nasa.gov not later than 4:30p.m. local time on February 10, 2012. Such capabilities/qualifications will be evaluatedsolely for the purpose of determining whether or not to conduct this procurement on acompetitive basis. A determination by the Government not to compete this proposed efforton a full and open competition basis, based upon responses to this notice, is solelywithin the discretion of the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.NASA Clause 1852.215-84, Ombudsman, is applicable.
