Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number W9114F-12-T-0009 is issued as a request for quotation (RFQ). Solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-50, effective 16 March 2011. Not a set-aside. North American Industry Classification System (NAICS) code for this solicitation is 811219. Factor I - Technical. Quoters shall submit written narratives, as follows: i. SUBFACTOR 1: TRAINING AND EXPERIENCE. Quoters shall submit narratives to demonstrate that their technicians have been factory-trained and have a minimum of 2 years experience working on contracted equipment. ii. SUBFACTOR 2: TECHNICAL APPROACH. Quoters shall submit narratives that clearly describe what resources - personnel, equipment, tools, materials, supplies, training and gear - will be dedicated to meeting the requirements outlined in the PWS. iii. SUBFACTOR 3: ENGLISH PROFICIENCY. Quoters shall submit proof that their technicians are able to read, write and speak English. Technicians shall be able to compile required service and inspection reports; to compile and complete required forms. Factor II - Price.. Quoters shall submit quotes for CLINS 0001 - 4002. The Government will evaluate quotes for award purposes only by adding the total price for all option years to the total price for the base year. The Government will select the quote that is based upon the lowest evaluated price, technically acceptable quote. If the offeror failed to price all CLINS, the quote will not be considered for award. ADDENDUM TO FAR 52.212-2 The Government will award a Firm Fixed price Contract resulting from this Request for Quotation (RFQ) to the responsible vendor whose quote conforming to the RFQ will be most advantageous to the Government, price and other factors considered. Award will be made on the basis of the Lowest Price, Technically Acceptable (LPTA) quote. All quotes will be evaluated and considered for contract award. To be considered for award, all technical subfactors must be rated Acceptable. If any technical subfactor is rated Unacceptable, the quoter will not be considered for award. EVALUATION STANDARDS. The quoter's technical quote will be evaluated using the following standards for a final rating: ACCEPTABLE: Quote clearly meets the minimum requirements of the Request for Quotation. UNACCEPTABLE: Quote clearly meets the minimum requirements of the Request for Quotation. SPECIAL NOTE: All vendors must be registered in the Central Contractor Registration (CCR) prior to award, and lack of registration shall make an offer ineligible for award.
