- THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS. SOLICITATION IS NOT CURRENTLY AVAILABLE. RESPONSE DATE: February 10, 2012 NAICS: 812930 POINT OF CONTACT: Celestine Evans Responses are due NO Later than 4:00 p.m. central standard time February 10, 2012. This Sources Sought Notice /Request for Information is for informational purposes only. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS OR BIDS. The U.S. Army Corps of Engineers, Memphis District, requests comments concerning its proposed plan to contract for parking spaces. The government will consider all comments and plans to issue a formal solicitation in February/March of 2012. Responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions. After review of the responses to this announcement, if the Government still plans to proceed with the acquisition, a solicitation announcement will be published in the Federal Business Opportunity for the respective requirement. NO SOLICITATION IS CURRENTLY AVAILABLE. All interested offerors will have the opportunity to respond to solicitation announcements at a later time. This notice is to assist the Memphis District, Corps of Engineers in determining potential sources and to obtain industry comment on a proposed draft Request for Proposals. This sources sought announcement is not to be construed as a commitment by the Government, nor will the Government pay for the information solicited. Comments are to be sent either via email to celestine.g.evans@usace.army.mil or submitted in hard copy to U.S. Army Corps of Engineers, ATTN: Celestine Evans, 167 N. Main Street B-202, Memphis, TN 38103 no later than 4:00 p.m. central standard time February 10, 2012. NO APPOINTMENTS OR TELEPHONE CALLS WILL BE ACCEPTED. Description: The U.S. Army Corps of Engineers Memphis District main offices are located in the Clifford Davis/O'Dell Horton Federal Building (FOB) at 167 N. Main Street, Memphis, TN 38013. The District requires approximately 250 parking spaces within a 3 block (walking) radius of the Federal Building. Spaces are required for use during the hours or 0530 to 1800, Monday through Saturday, excluding all Federal holidays. The Contractor shall have the right to use the spaces that are unoccupied on Saturdays after 0800 and with 30 days written notice, the Contractor shall have the right to reserve all parking spaces on any specific Saturday. Ingress and egress is to be non-restrictive during contract hours/days. Spaces will be required for use no later than 1 May 2012. Corps markings and/or secluded parking spots are NOT required. The Government requests capability statements and comments from interested businesses regarding the requirements described above. Responsible sources are encouraged to submit a response to this notice with a statement of interest on company letterhead. At a minimum, the following information shall be provided: 1.Company Name; 2.Company Mailing Address; 3.Point(s) of Contact including telephone number(s) & email address(es); 4.Socio-Economic Factors (i.e. Small/Large Business, HUBZone, Service Disabled Veteran Owned, 8(a), etc.) as it relates to NAICS Code 812930. In addition, the Government requests responses to the following: 5.Provide details of proposed parking facility (i.e. location, distance from FOB, number of spaces available, etc.). 6.Does the business have a plan for ensuring that only authorized persons park vehicles under the potential contract? If so, please describe plan or control mechanism. 7.Does the business offer or is it willing to offer any Government/contract discount to standard parking rates? 8.Does parking facility have any type of security? If so, please describe. 9.Additional information and/or comments. Responses will be shared with government personnel, but otherwise will be held in strict confidence. Offerors submitting comments may also request to discuss their comments directly with the government. The Government reserves the right to proceed with solicitation without discussions. The responses to this SOURCES SOUGHT/REQUEST FOR INFORMATION (RFI) are to be forwarded to: celestine.g.evans@usace.army.mil or to U.S. Army Corps of Engineers, Memphis District, Attn: Celestine Evans, 167 N.
