- JOFOC Exerpt The U.S. Environmental Protection Agency (EPA) Facilities Management and Services Division (FMSD) intends to award a one year bridge contract to Apex Logistics, LLC (Apex), under the authority of Federal Acquisition Regulation (FAR) Part 15, Contracting by Negotiation. The purpose of this contract is to ensure continuity of labor services and warehouse operations support for a one-year time frame, while the new competitive contract is being competed and awarded in accordance with FAR 15 requirements. Market research indicates that it will take approximately one month to transition the services from Apex to the new vendor, which shall be included in this one-year period. It has been determined that Apex Logistics, LLC is uniquely qualified to satisfy the Government's requirement. As previous contract holder for 4.5 years, Apex has intrinsic knowledge, which allows them to respond to the EPA faster than any other vendor. They currently provide several mission critical services to the Government that cannot be interrupted while the five-year requirement is being competed. Among these critical services are the following: emergency clean up services, storage of sensitive items, property accountability services, space reconfiguration, shipment and receiving of Government property and collection of recyclable materials. Additional details justifying this action can be found in the attached Justification for Other than Full and Open Competition. The North American Industry Classification System (NAICS) code for this procurement is 541614. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. Notwithstanding, any firm that believes it is capable of meeting EPA's requirement, as stated herein, may submit their corporate capabilities, which, if received by the response date of this announcement, may be considered. Responses and all questions related to this notice must be in writing and submitted to Nicole Humphrey, Contracting Officer, via e-mail at humphrey.nicole@epa.gov. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
