- Description
- The United States Special Operations Command (USSOCOM) Directorate of Procurement intends to solicit and negotiate solely with the Institute for Foreign Policy Analysis (IFPA), Central Plaza Building, 675 Massachusetts Avenue, 10 th Floor, Cambridge, MA 02139 for the purchase of Strategic Concept Development Support. A determination not to compete this proposed contract was made pursuant to the Federal Acquisition Regulation (FAR) 6.302-1, only one source is capable of satisfying the agency's requirements. This determination is based on IFPA's distinguished, exclusive and extensive international outreach capabilities. The government contemplates award of contract for a 12-month base period and three 12-month option periods. This notice of intent is not a formal solicitation or request for competitive proposals. No solicitation document is available and telephone requests will not be accepted. No award will be made on the basis of quotations or offers received in response to this notice. However, interested parties may submit their interest and capabilities no later than Friday, February 10, 2012 11:00 a.m. EST. E-mail statements will be accepted but senders are responsible for ensuring the complete transmission and timely receipt. All inquiries shall be sent via e-mail to: contracting@socom.mil. Any party responding to this notice shall send clear, factual documentation demonstrating their capabilities to meet this requirement to the government. The intent of this synopsis is for informational purposes only. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement for future requirements. A determination by the government not to compete this action based upon responses is solely within the discretion of the government.
