- THIS IS A "SOURCES SOUGHT" NOTICE. RESPONSES TO THIS REQUEST FOR INFORMATION (RFI) ARE NOT CONSIDERED OFFERS AND CANNOT BE ACCEPTED BY THE GOVERNMENT TO FORM A BINDING CONTRACT. OFFERS OR PROPOSALS WILL NOT BE ACCEPTED. THIS IS NOT A PRESOLICITATION OR SOLICITATION. This RFI is a market research tool (FAR Part 10) being used to determine potential firms capable of providing the services described herein prior to determining the method of acquisition. It is also a tool to get feedback on the requirement, detailed in the DRAFT PWS. Feedback is encouraged and appreciated. Response should be from firms which are currently or have recently provided Human Rights Initiative (HRI) Secretariat services, under the NAICS (611430), as either a prime contractor or a subcontractor, with experience in contracts similar in size, scope, and complexity. The Government will not return any information submitted in response to this RFI. The information and comments obtained will be used by 410th Contracting Support Brigade to improve the planned solicitation and resulting contract. Respondents should also note that the Government is not responsible for any costs incurred by respondents regarding any responses to this RFI. Respondents should submit a capabilities statement that clearly defines the firm's ability to perform the work stated in this RFI. SUMMARY OF SERVICES: The Contractor shall provide Human Rights Initiative (HRI) Secretariat services in support of the U.S. Southern Command (USSOUTHCOM) Human Rights Program. HRI is an innovative approach which improves civil-military relations, bridges the gap between the human rights community and military forces, produces action plans which lead to measurable results, and maximizes buy-in of Area of Responsibility (AOR) military leaders and soldiers and civil society alike. The AOR includes countries located in Central America, South America, and the Caribbean. The primary objective of the HRI is to prevent a reoccurrence of the gross human rights violations occurred during the past 20-40 years by strengthening a culture of respect for human rights within their institutions. A DRAFT PWS is attached for your reference. This document is not final and is subject to change. SUBMITTAL INFORMATION: Interested business concerns should provide a brief capabilities statement package demonstrating ability to perform the services. A generic capability statement is not acceptable. Responses must be sent electronically via email. No particular layout or format is mandated. It is preferred that your firm submits its response in Microsoft Word, Adobe Acrobat, or a combination of both. There is no limit to the number of responses which your firm may provide during the response period. So if after submitting a response, your firm desires to provide additional responses, those additional responses may be sent. Please send your firm's responses via email to SFC Michael Kahyai at michael.a.kahyai.mil@mail.mil and Cc: mary.s.austin2.civ@mail.mil Please use the subject line of: "(Firm's Name) Information and Comments for W912CL-12-R-0013". Please limit the size of each email with all attachments to 9 megabytes (MB) because of the Government's email system restrictions. DO NOT SEND ZIPPED FILES VIA EMAIL. The Government's information network will remove zipped files. If your firm must send two or more emails in order to prevent exceeding the 9 MB restriction, please label each email with: "(Firm's Name) Information and Comments for W912CL-12-R-0013 - Email X of Y". All responses must include the following information: Company Name; Company Address; Company Business Size(s); and Point-of-Contact (POC) name, phone number, and e-mail address. Feedback on the following questions should be included in the statement package. (1) Company profile to include number of employees, annual revenue history, office location(s), DUNS number, business size; if you are a small business, do you also qualify under any of the sub-categories (small disadvantaged business, woman owned small business, HUB zone small business, service disabled veteran owned small business and HBCU/MI)? (2) What is the minimum and maximum dollar value project on which your firm would routinely consider submitting a proposal? (3) What specific technical skills does your company possess which ensure capability to perform the tasks? (4) What do you see as the primary risk areas and/or potential issues associated with an acquisition of this type. How do you propose to mitigate any risk(s)? What improved approach(s) can be used to provide the services to include significant changes in how the work can be accomplished? Will you incorporate new technologies and methods which improve quality, decrease costs and/or improve efficiency? (5) Resources available such as corporate management and currently employed personnel to be assigned to tasks under this effort to include professional qualifications, specific experience of such personnel, and the ability to have personnel located in the specified AOR; (6) Brief management approach to staffing this effort with qualified personnel; (7) Company's ability to begin performance upon contract award; (8) Do you have any other comments or suggestions that you would like to tell us?
