- This publication constitutes a Broad Agency Announcement (BAA) as contemplated in Federal Acquisition Regulation (FAR) 6.102(d)(2). A formal Request for Proposals (RFP) and/or other solicitations will not be issued. The Naval Air Warfare Center in conjunction with the Office of Naval Research (ONR) is soliciting proposals for applied research and advanced technology demonstration proposals for the development of Mid-wave IR (MWIR) Aided Target Recognition (AiTR) technology that will provide automatic target identification of Ships-at-Sea (SAS) and Ships-in-Port (SIP) as described in the attached BAA. The desired technical effort includes but is not limited to requirements definition, preliminary design, detailed design, software implementation, and laboratory testing of IR-SURF-ID. The objective is to develop the necessary automatic signal processing and target discrimination technology to identify (discriminate down to the level of Naval Class ”see AiTR fidelity level definitions in Table 1) large combatant surface targets moving at sea and berthed in port. The Contractor shall develop and deliver the identification algorithm along with any signal/image processing required to meet the performance specifications. The Naval Air Warfare Center Weapons Division (NAWCWD) 1.will not issue paper copies of this announcement; 2.reserves the right to select for award all, some or none of the proposals in response to this announcement; 3.reserves the right to fund all, some or none of the proposals received under this BAA; 4.will not provide funding for direct reimbursement of proposal development costs; 5.will not return technical and cost proposals (or any other material) submitted in response to this BAA. All responsible sources may submit a response that will be considered by the agency. SEE ENCLOSED ATTACHMENT FOR SPECIFIC INFORMATION AND FORMATTING THAT MUST BE FOLLOWED WHEN PREPARING WHITE PAPER and PROPOSALS FOR THIS CONTRACTING EFFORT.
