- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) Solicitation F2KBAD1242A001 is issued as a request for quotation (RFQ). (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-55, Effective 03 Jan 2012. (iv) This procurement is being issued as Unrestricted under NAICS code 333513, Machine Tool Manufacturing small business size standard 500 employees. The Government intends to award one contract line item number for either CLIN 0001 Fiber Amplifier (See attached specifications) QUANTITY: 3 Each Or CLIN 0001 Fiber Amplifier (See attached specifications) QUANTITY: 2 Each FOB: DESTINATION. Inspection and Acceptance: DESTINATION. The following provisions and clauses apply to this procurement: 52.212-2 EVALUATION--COMMERCIAL ITEMS (JAN 1999) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: In accordance with the FAR 13.106-1(a)(2) offerors are notified that award will be made on the following basis: (i) Technical capability (ii) Price In accordance with the FAR 13.106-1(a)(2) offerors are notified that award will be made on the basis of price. Offeror will be evaluated in accordance with FAR 13.106-2. AFFARS 5352.201-9101 OMBUDSMAN (APR 2010) (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Optical Characteristics - Operation mode : continuous wave - Polarization state: linear/slow axis - Polarization extinction ratio: 17 dB - Nominal output power: 1 kW - Output power tuning range: 1-100% - Input power range: 1-5 mW - Input wavelength: 1060-1080 nm - Operation at 1 kW with a minimum input linewidth (3 dB) of 10 GHz for 1 hour - Output power stability of +/- 2% for output powers of up to 1 kW over a period of 1 hour - Operation in LP01 mode at output powers up to 1 kW for a period of 1 hour 2. Warranty The warranty will cover complete repair of an amplifier that has been damaged through all processes except operator error. Operator error would include running the amplifier without a seed, running the amplifier with a seed having too narrow of a linewidth resulting in an SBS event, and running the amplifier at power levels beyond 1 kW. The warranty must be for a year. 7. Functional Test Review Contractor must demonstrate for a government representative, the following: a. Polarization Extinction Ratio (PER) of 17, 2. Operation, with a seed having a minimum linewidth of 10 GHz at output powers between 1 and 5 mW, at 1 kW for a period of 1 hour, 3. Power stability of +/- 2% for a period of 1 hour at 1 kW, 500 W, and 100 W, and 4. Beam quality of < 1.2 and operation in the LP01 mode for a period of 1 hour at 1 kW, 500 W, and 100 W. b. The government representative will make one trip to the contractor facility for the Functional Test Review. Because of this, the delivery of the three amplifiers will need to occur at the same time.
