- Program Integration Services Request for Information: VA-701-12-I-0113 I. Introduction: This is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the Department of Veterans Affairs (VA). The VA is currently conducting market research to locate qualified, experienced and interested potential sources. Responses will not be considered as proposals, nor will any award be incurred by interested parties in responding to this sources sought announcement. NAICS 541512 (size standard $7 million) applies. The Veterans Health Administration (VHA) is seeking interested sources (contractors) for a near-future solicitation and procurement for Program Integration Services. At this time, no solicitation exists. Therefore, DO NOT REQUEST A COPY OF THE SOLICITATION. II. Background: The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Office of Health Information (OHI), Enterprise Systems Management (ESM), serves the clinicians and allied health specialists who provide "The Best Care Anywhere" to America's Veterans. OHI supports and executes the VA vision and mission by ensuring VA's health care systems have the capabilities and data they need to deliver the highest quality medical care to our Veterans. The ESM Office works collaboratively with other OHI components and VHA Program Offices to develop, implement, and monitor comprehensive portfolios of health Information Technology (IT) systems. This includes the coordination of IT life cycle management for all VHA IT systems and portfolios. The ESM Office functions as a matrix organization to identify and work through cross cutting issues, and to maximize OHI and Program Office resources in support of all health IT portfolios of systems. OHI in coordination with ESM established the Program Integration Service to provide an immediate response to high profile, critical issues regarding VHA initiatives and VHA IT systems across the full IT system development life cycle. Program Integration Service functions as a rapid response team in accordance with senior management's direction. This Blanket Purchase Agreement (BPA) for ESM Program Integration Service must integrate all these components. III. Requirements: The Program Integration Blanket Purchase Agreement is a rapid response vehicle BPA. The contractor shall provide labor, supervision and all other resources required to perform a wide range of services for high profile, critical issues that may occur at any phase of the system development life cycle for VHA initiatives or VHA IT system. The contractor shall perform tasks and complete the associated deliverables by the scheduled dates within the overall period of performance for each individual Task Order issued against the BPA. Each task order placed under this BPA will fall into one or more service categories. The contractor shall perform task and complete the associated deliverables by the scheduled dates within the overall period of performance of the related Task Order. The BPA Task Categories are: a.Project Management: The contractor shall provide the full range of project management services. Activities include planning, organizing, and managing resources to bring about the successful completion of specific project goals and objectives. b.Risk Management: The contractor shall provide the full range of risk management services. Services include the identification, analysis, assessment, control, and avoidance, minimization, or elimination of unacceptable risks. c.Systems Engineering: The contractor shall provide Systems Engineering Services which focuses on focuses on how complex IT projects should be designed and managed. d.Test Management: The contractor shall provide Test Management Services. The contractor will be concerned with controlling all the testing activities and the automated support tools used in a project, within a dedicated management environment. e.Organizational Change Management: The contractor shall provide Organization Change Management Services. Activities include the discipline of planning, organizing, and managing resources when an organization makes a transition from its current state to some desired future state. f.Communications Management: The contractor shall provide Communications Management Services. Activities include the systematic planning, implementing, monitoring, and revision of all the channels of communication within an organization, and between organizations; it also includes the organization and dissemination of new communication directives connected with an organization, network, or communications technology. g.Logistics Management: The contractor shall provide Logistics Management Services. Activities include management planning, implementing, and controlling the efficient and effective procurement, distribution, maintenance, and replacement of materiel and personnel. h.Transition or Deployment Management: The contractor shall provide transition or deployment management services. Activities include planning, implementing, and controlling the introduction of an activity, process, program, or system to all applicable areas of an organization. IV. Submittal Information: Contractors having the skills and capabilities necessary to perform the stated requirements should submit a response of no more than 15 pages in length, single spaced, 12 point font minimum that addresses the above information. The Government will not review any other data or attachments that are in excess of the 15 pages. Please also include a cover page (not included in the page limit) which includes, at a minimum, the company's name, address, Dunn & Bradstreet number, GSA contract number (if applicable), point of contact name, phone number, and email address. Companies should provide clear and unambiguous evidence to substantiate their capability to fulfill these requirements. a.Past Experience - Provide the following information on a maximum of three similar projects completed within the last three years for which the responder was a prime or subcontractor. 1.The name, address, and value of each project 2.The Prime contract type, Firm Fixed-Price or Time and Material 3.The name, telephone, and address of the owner of each project 4.A brief description of each project and why it is relevant to this requirement, including difficulties and successes 5.Your company's role and services provided for each project. b.Capabilities/Qualifications: 1.A written response providing clear and unambiguous evidence to substantiate the capacity to fulfill this requirement. Description of the capabilities/qualifications/skills your company possesses to perform services described in the scope of work. 2.Company business size and status (i.e., Large Business, Small Business, Service-Disabled Veteran Owned Small Business, Women-Owned Small Business, etc.), the number of years in business, affiliate information, parent company, joint venture partners, potential teaching partners. 3.Federal Supply Schedule - If the company holds a Federal Supply Schedule (FSS) Contract, list the GSA Contract Number and relevant SINS applicable to this requirement. It is requested that the above information be provided no later than 02/08/2012 at 9:00 EST. Responses should be emailed to Rosella Torcaso at rosella.torcaso@va.gov.
