- The contract action is for services for which the Government intends to solicit and negotiate with the Borough of Carlisle Police Department as an agent for the Cumberland County Special Response Team (SRT) which was created under the authority of the Cumberland County District Attorney ™s Office. The Government intends to solicit and award under the authority of FAR 6.302-1, since the Cumberland County Special Response Team (SRT) is the only source that is capable of providing this vital SRT training. The work for the anticipated contract includes training support services to the Naval Support Activity, Mechanicsburg, Pennsylvania (NSA Mechanicsburg). The New Cumberland Special Response Team (SRT) training will consist of at least two training sessions each year and coordinate security contingency drills and exercises with Department of Navy (DoN) personnel as well as provide the base police force with vital information and practice in the area of: immediate response actions while awaiting for the arrival of the Federal SRT force, determine best practices for coordinating with the Federal SRT once it arrives, and decide the best practices for combined base police and SRT responses to the various types of emergency scenarios, including śactive Shooter ť, terrorist attack, hostage, and other emergency situations. The Cumberland County SRT is currently responsible to respond to NSA Mechanicsburg and assist the base police force if an emergency security beyond the capacity of base police arises. No other federal entity will be able to assist the installation in a timely manner. Procurement Method: Streamlined Procedures for Non-Commercial Items. The Government intends to award as a Firm Fixed Price contract that will consist of a 12-month base year and four (4) option year periods. The NAICS code for this procurement is 922120 and the annual size is not applicable since this sole source procurement will be issued via the U. S. Government Entity because there are no commercial businesses (small or large) that can perform this type of Special Response Team (SRT) Training. This is a new procurement. It does not replace an existing contract. No prior contract information exists. Offerors can view and/or download the solicitation, and any attachments, at https://www.neco.navy.mil/ when it becomes available. This procurement will be awarded on a sole source basis. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Interested parties may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, inquiries received within 15 days after date of publication of this synopsis will be considered by the Government. Once the solicitation is released, to be eligible to receive a Government contract award, a firm must be registered in the DoD Central Contractor Registration (CCR). A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Firms intending to provide submittals must submit detailed information indicating their ability to meet the Government requirements. All inquiries must be received by 3:00 P.M. EST on 16 February 2012.
