Description
The Department of Defense Dependents Schools Europe (DoDDS-E) intends to award a sole source contract for facilities and grounds maintenance for schools in Aviano, Livorno and Vicenza, Italy and the District Superintendent Office in Vicenza, Italy pursuant to FAR 52.302-1, 10 USC 2304(c)(1), Only One Responsible Source. A limited sole source contract will be established for the incumbent, SKE Support Services GmbH, to provide continued maintenance and repair services for a period not to exceed a base period of two (2) months with four (4) one-month option periods while the DoDDS-E Procurement Division establishes a competitive follow-on contract in 2012. The proposed contractor has provided routine/preventative maintenance and repair, demand maintenance and repair and 24/7 hour support and response for DoDDS facilities in the Vicenza, Livorno, and Aviano areas over the past five (5) years. Soliciting offers in a full and open competition for this limited period of performance would significantly impact the ability of providing a fully operational education environment for the locations/schools described. As current services are set to expire on March 7th, 2012, there is not enough time to effectively solicit proposals under full and open competition whereby the Government contracting office could responsibly provide potential contractors with a reasonable amount of time to develop strong and accurate contract proposals to support services described. Furthermore, the potential award of this type of maintenance contract to a new contractor will require a lengthy transition period of at least sixty (60) days by which the new contractor must: fully staff all locations described, train new or established employees, establish base access for all employees, perform detailed inspection of the facility to gain a better understanding of the systems current level of maintenance, perform turnover of all outstanding preventive and demand maintenance actions, develop preventative maintenance action plans in order to allow for continued operation of the facilities systems, procure and mobilize all needed equipment and tools to provide services in question. The locations/schools described cannot afford any disruption in services of routine preventative/demand maintenance and continue to remain operational. Inevitable delays related to demand maintenance requirements will present unacceptable challenges to the teaching, administrative, and support staff to meet their educational mission requirements. A solicitation (HE1280-11-R-0001) has been released under full and open competition with a contract for similar maintenance support services that is expected to be awarded within the next six months. Until the solicitation (HE1280-11-R-0001) has been awarded, recurring preventative/demand maintenance services for the schools in question need to be provided by the current contractor. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. All responsible sources may submit an offer which shall be considered by the agency. Oral communications are not acceptable in response to this notice.
