- Washington Headquarters Service intends to solicit on a sole source basis under the statutory authority permitting Other than Full and Open Competition 10 U.S.C. 2304(c) (1), as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements to contract to United States Hispanic Leadership Institute (USHLI), 431 S. Dearborn St, Suite 1203, Chicago, IL 60605. The Department of Defense (DoD) is energetically pursuing diversity through a magnitude of avenues to address barriers and issues impacting the full participation. The Office of Diversity Management and Equal Opportunity, (ODMEO) requests the support of American Indian Science and Engineering Society (AISES) to contribute to increasing diversity in the Department of Defense (DoD) workplace through outreach and programs. AISES will provide access to six national STEM education events serving access to Career/College/5TH - 12TH grade School events throughout the United States. The program will consist of 200-600 5th - 12th grade and college students. over a one-year period to national STEM education events AISES will provide the following deliverable(s): a. DoD access to two (2) national STEM education events serving 5-12th grade - elementary, middle, high school students throughout the United States (NAISEF and EXPO which will consist of approximately 300 students and will also include 50 K-12 educators and 40 STEM professionals serving as project judges and role models, and Intertribal Middle School Science Bowl will provide access to approximately 75 students and 10 educators. These two STEM education events take place March 22-24, 2012 in Albuquerque, but serve students and educators from approximately 20 states, 2 Canadian provinces, and 45 tribal nations.; ; b. DoD access to one (1) national event serving college students (Leadership Summit) to consist of approximately 80 students and 20 early-career professionals to take place February 17-20, 2012 in Albuquerque and serves students and early-career professionals from throughout the U.S.; c. DoD assess to one (1) national event serving Native American STEM professionals (Government Relations Council meeting)--projected to be held in July, 2012 in Washington, DC and serve as a cross-departmental meeting among federal agency stakeholders to identify government resources, develop strategies, and promote government careers in furthering AISES' diversity mission. d. DoD assess to one (1) national STEM education event serving 11-12 grade (high school), college students, STEM researchers, educators, and professionals (2012 National Conference) in Anchorage, Alaska November 1-3, 2012. It will serve approximately 1,600 participants, of whom 200 will be high school students and 600 will be college students, and 200 will be early-career professionals. Participants from across the US and some Canadian provinces will be served. e. DoD access to the K-12 affiliate schools network, availing access to over 150 schools reaching over 32,000 AI/AN students. f. Twelve-month access to AISES Resume Database to mine for recruitable talent (National Conference) g. Exhibits/booths spaces be made available to DoD for distribution of materials (National Conference) and for providing hands-on interactive learning and information (NAISEF EXPO) h. Copy of participant directory to promote contact and communication (Leadership Summit) i. Attendance/participation at professional development sessions to engage in shared learning with college students and early-career professionals (Leadership Summit, National Conference) j. Invitations to events to promote contact and communication (all) k. Attendance at VIP functions to build influence base (NAISEF, EXPO, Leadership Summit, GRC meeting, National Conference) l. Ability to serve as a judge of student research and provide STEM expertise and mentorship directly to students (NAISEF, National Conference) m. Access to students and influencers in STEM education (NAISEF, EXPO, Leadership Summit, National Conference, school affiliate network) n. DoD mention in editorial coverage of the events (NAISEF EXPO, Leadership Summit, National Conference) o. Recognition as co-sponsor of events in press releases, agenda, event signage, on participant badges, on website, and in quarterly publication Winds of Change (NAISEF EXPO, Leadership Summit, National Conference) This notice of intent is not a request for proposals or quotations. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely with in the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. Interested parties may identify their capabilities by responding to this requirement, no later than 11:00 pm EST, February 15, 2012. All information submitted should support the offerors capability to provide the items required, and shall be furnished at no cost or obligation to the Government. Responses must be in writing and must provide clear and concise documentation indicating an offerors bona fide capability to provide these items. Verbal responses are not acceptable and will not be considered. Responses may be submitted via email if the total file size is less than 5MB.
