- This is amendment 0002 - The purpose of this amendment is provide a list of questions that have been asked. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. See attached file for the entire combined synopsis/solicitation. All questions must be in writing. The U.S. Army Garrison - Detroit Arsenal has a requirement for the below: 1. SCOPE: This SOW outlines environmental training support requirements for training provided to designated employees on the US Army Garrison - Detroit Arsenal. The environmental training covered will be the Resource Conservation Recovery Act (RCRA), asbestos training, and lead based paint training. 2. APPLICABLE DOCUMENTS: 29CFR1910.120 40CFR264 40CFR745 3. REQUIREMENTS: 3.1. Provide classes covering RCRA, lead based paint, and asbestos in accordance with 40 CFR and 29 CFR 1910.120. Classes required are outlined in the attached schedule. 3.2. This training must be conducted from 1 March through 30 April 2012. The training is required for certain Directorate of Public Works (DPW) personnel and persons likely to come into contact with hazardous waste, asbestos, and lead paint in the course of their duties (i.e. engineers, builders, maintenance, cleaning personnel, and emergency response personnel) and is required by federal law (40 CFR and 29 CFR 1910.120). 3.3. Training will be conducted on the US Army Garrison - Detroit Arsenal. Government training space/classroom will be used. 3.4. There will be course attendees who are not government employees. Non-government participants will provide payment directly to the instructor prior to beginning training. Instructors must have a means to accept this payment. 3.5. Instructor will provide certificate of completion to the Contracting Officer's Representative (COR) for each attendee, as required by 40 CFR and 29 CFR. 3.6. Compliance with 29 CFR 1910.120(e) - Hazardous waste operations and emergency response, which states: 1910.120(e)(5) Qualifications for trainers. Trainers shall be qualified to instruct employees about the subject matter that is being presented in training. Such trainers shall have satisfactorily completed a training program for teaching the subjects they are expected to teach, or they shall have the academic credentials and instructional experience necessary for teaching the subjects. Instructors shall demonstrate competent instructional skills and knowledge of the applicable subject matter. 1910.120(e)(6) Training certification. Employees and supervisors that have received and successfully completed the training and field experience specified in paragraphs (e)(1) through (e)(4) of this section shall be certified by their instructor or the head instructor and trained supervisor as having completed the necessary training. A written certificate shall be given to each person so certified. Any person who has not been so certified or who does not meet the requirements of paragraph (e)(9) of this section shall be prohibited from engaging in hazardous waste operations. 3.7. RCRA training must be in compliance with 40 CFR 264.16, which states the following: 40 CFR 264.16 (a) (1) Facility personnel must successfully complete a program of classroom instruction or on-the-job training that teaches them to perform their duties in a way that ensures the facility's compliance with the requirements of this part. The owner or operator must ensure that this program includes all the elements described in the document required under paragraph (d)(3) of this section. (2) This program must be directed by a person trained in hazardous waste management procedures, and must include instruction which teaches facility personnel hazardous waste management procedures (including contingency plan implementation) relevant to the positions in which they are employed. (3) At a minimum, the training program must be designed to ensure that facility personnel are able to respond effectively to emergencies by familiarizing them with emergency procedures, emergency equipment, and emergency systems, including, where applicable: (i) Procedures for using, inspecting, repairing, and replacing facility emergency and monitoring equipment; (ii) Key parameters for automatic waste feed cut-off systems; (iii) Communications or alarm systems; (iv) Response to fires or explosions; (v) Response to ground-water contamination incidents; and (vi) Shutdown of operations. (c) Facility personnel must take part in an annual review of the initial training required in paragraph (a) of this section. 3.8. Provide certificate for lead based paint training in compliance with 40CFR745.225(c)(8), which states the following: (8) The training program shall issue unique course completion certificates to each individual who passes the training course.
