- Solicitation Number: GS10F12LPQ0016 Notice Type: Sources Sought Synopsis: Real-time Database Software for pricing comparison RFI instructions, response requirements and additional information General Information Document Type: Sources Sought Synopsis Classification Code: 519130 - Internet Publishing and Broadcasting and Web Search Portals This announcement constitutes a Request for Information (RFI) from US firms. Responses are not sought from foreign firms. THIS IS NOT A REQUEST FOR PROPOSALS. There is no solicitation package available. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. The Government will not pay for any information received in response to this request, nor will the Government compensate any respondent for any costs incurred in developing the information provided to the Government. GSA's mission is to use expertise to provide innovative solutions for our customers in support of their missions and by so doing foster an effective, sustainable, and transparent government for the American people. This database will provide customers a source of real-time commercial and governmental pricing for effective decision making on the acquisition of products. Description: The government is seeking a database search engine that is capable of searching commercial (open market) and governmental (DOD e-mall, NASA SEWP, GSA Advantage...) products with a comparison of the selected products pricing. Up-to-date real time pricing from sources must show the most current pricing of selected products. Vendors should ensure the development or existing system database pricing requirements are accessible to ALL Federal agencies to utilize. I. Search Engine required fields These items should be integrated into the search for products: Manufacturer Manufacturer's Part Number Item Description National Stock Number (NSN) North American Industry Classification System (NAICS)/Product Service Code (PSC) Other areas that should be included with the search of products within the database: Unit of issue Shipping Cost Delivery Times Quantity Discounts The system should be capable of technology enhancement for future expansion. RFI database system should contain the above listed elements to be a viable system for the Federal agencies to compare pricing. Response Requirements I. Your response must include two (2) customer references for similar implementations and must have been implemented within the last three (3) years. Each customer reference you provide should include POC information for the requiring Contracting Officer. II. The database system identified in your response must be able to meet GSA's Information Technology (IT) Security requirements. III. The Government may request a system demonstration following the receipt of your response. Include in your response if you would be willing to provide the Government a cost-free demonstration of your system. IV. Include your business size and if small business, any additional classifications you hold. V. Provide a rough order of magnitude (ROM) cost estimate, based on past experience presented in this RFI, and an associated projected schedule for implementing your solution. The ROM should cover all expected resources to include labor, materials, licenses (to include an option for an enterprise-wide license purchase), etc. The ROM and associated projected schedule should list any assumptions made, and may be based on a phased approach for implementation. VI. Your response should be no more than fifteen (15) typed pages, to include the Title Page. A corporate capability brief may be included as an attachment and will not be counted against the fifteen (15) page response limitation. It is requested that you provide your response via e-mail to Frank.Parker@gsa.gov no later than 29 February 2012. Responses SHALL NOT include classified information. In accordance with FAR 15.207(b), all information received in response to this Sources Sought Synopsis shall be safeguarded adequately from unauthorized disclosure. SPECIAL NOTE: Notice is given when a contractor submits proprietary information under this RFI, the contractor must execute a Non-Disclosure Agreement (NDA) between themselves and General Services Administration. A signed copy of the NDA agreement must be furnished to the Government POC (Frank Parker) with the response submission. Contractors are hereby advised that they are accountable for marking their submissions appropriately. Additionally, responses may include data that the offeror does not want disclosed to the public for any purpose or used by the Government except for information purposes. If your company wishes to restrict the data, the title page must be clearly marked. Important: This notice is not a Request for Proposals. The Government will not award a contract on the basis of this notice, or otherwise pay for information solicited by it. The functional capabilities contained within this RFI are intended to provide an overview of the database objectives. Proprietary information should be clearly marked on the page containing the proprietary data and the Title page should be marked stating that the package contains proprietary data. The requested information is for planning and market research purposes only and will not be publicly released.
