Description
THIS IS A TOTAL 100% SERVICE DISABLED VETERAN OWNED SMALL BUSINESS (SDVOSB) SET-ASIDE. The Department of Veterans Affairs, VA Midwest Health Care System (VISN 23) Network Contract Activity (NCA) on behalf of the Minneapolis Health Care System (MVAHCS) intends to issue a Request for Quotes (RFQ) to award a single, firm fixed-price contract for completion of general construction project "Repair Chilled Water Line", at the Minneapolis VAMC, Minneapolis, Minnesota. The acquisition will be conducted in accordance with FAR Part 13 (Simplified Acquisition Procedures) and Part 36 (Construction) and will be evaluated with procedures therein. This solicitation is set aside in entirety for a Service Disabled Veteran-Owned Small Business (SDVOSB). The applicable NAICS Code is 237110, Water and Sewer Line and Related Structures Construction, with the applicable size standard being $33.5 million. The Magnitude of Construction is less than $25,000. Award is anticipated for February 23 and all work must be completed no later than March 15, 2012. This requirement consists of one line item priced for one job and includes all work in the Statement of Work. IAW FAR 5.101 (a)(2) the full SF1449 Request for Quote will be published within the next 24 hours and will remain posted until at least February 20,2012. Quotes are due not later than 3:00 pm CST Tuesday, February 21. All responsible sources may submit a quote which, if timely received, will be considered by the agency. DESCRIPTION/STATEMENT OF WORK BEGINS: 1.General Conditions a.Offerors are expected to visit the job site to acquaint themselves with existing site conditions. A formal site visit will not be conducted. Contact Maintenance Supervisor Ted Steidl at (612) 467-2654 to arrange site visits or to coordinate all work. Failure to tour the job site shall not relieve the offeror from performing all work in accordance with project specification. b.Any damage to property by the contractor shall be repaired at the contractor s expense and to the satisfaction of the VA Medical Center. c.During construction, the area shall be kept as clean as possible. Large construction debris shall be cleaned up immediately. Contractor shall be responsible for disposal of all construction waste. d.To ensure a safe work environment, contractor shall maintain physical security at all times. e.Contractor shall comply with all OSHA guidelines for construction. 2.Scope of Work: Contractor shall provide all labor, supervision, materials, tools and equipment, necessary to repair a leak to a buried fiberglass chilled water line approximately 21 in diameter. The repair shall include as a minimum, excavation of the site to gain access, cleaning and patching of the water line, leak testing and site restoration. Shoring for cave-in protection and temporary enclosure for environmental and temperature control will be required. All repair work shall be completed in accordance with manufacturer s guidelines. The contractor shall be responsible for backfilling of the site. The Government shall be responsible for sod restoration. 3.Delivery/Performance: All work must be completed no later than March 15, 2012 to avoid extending into the cooling season for Building 70. 4.Warranty. Contractor shall guarantee all repair materials and workmanship for a period of one (1) year following Government acceptance of the work. 5.Award shall be made on the basis of price and past performance. The apparent successful offeror will be required to submit prior to award information for at least two projects of similar work performed within the past three years. DESCRIPTION/STATEMENT OF WORK ENDS: QUOTES: Quotes shall be submitted as one lump sum as shown in section B.2 of the SF1449. Quotes are due not later than 3:00 p.m. Friday, February 27, 2012. All respondents must be registered in the CCR database (http://www.ccr.gov) and complete online Representations and Certifications at (http://orca.bpn.gov). Offerors must also at the time of submitting their offer be registered as a Service Disable Veteran Owned Small Business with the applicable NAICS code in VetBiz at www.vip.vetbiz.gov.
