- The U.S. Geological Survey (USGS), Delta Science Program requires the purchase of a subscription that allows the Delta Science Program Staff access to an integrated, versatile research platform, Web of Knowledge, that contains databases of the latest peer reviewed literature. Specifically, the USGS Delta Science Program requires an annual subscription to Web of Knowledge for three databases: Web of Science, BIOSIS Previews and Current Contents Connect, a one-time purchase of 10 years of database back-files covering years 1987 through 1996 for Web of Science and BIOSIS Citation Index. Previews, and two Option Years for the annual subscription for the Web of Knowledge for three databases: Web of Science, BIOSIS Previews and Current Contents Connect for 2012. Base period of performance: February, 2012 through January, 2013, and the option year one period of performance: February, 2013 through January, 2014. Option year two period of performance: February, 2014 through January, 2015 The Government intends to award this requirement noncompetitively IAW FAR 13.106-1(b),(1) to Thomson Reuters, Philadelphia, PA. No other companies are known to exist that can provide the required and needed information in the requested format. This acquisition will provide the Delta Science Program staff access to the most recent peer reviewed literature, and assist in meeting the Delta Science Program Mission to establish the best scientific foundation possible to help guide decisions and evaluate actions critical to the Delta Program's success. Thomson Reuters' offers a unique opportunity for the Science Program to select databases that are most relevant to the Delta Science Program. The ability to select specific databases is unique to Thomson Scientific and eliminates the purchase of unwanted items. Other interested concerns having the ability to furnish these services/supplies shall submit a capabilities statement to the Contracting Officer no later than the closing date of this announcement. All submissions will be evaluated to determine if competitive opportunities exist. This is NOT an RFQ. This does represent the Government's only written notice of this procurement. All responsible sources may submit a response which, if timely received, must be considered by the agency. This notice and any resulting contract or order conforms to the requirements in place through FAC 05-55 (effective Feb 2, 2012).
