Description
This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov/ and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil/ While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by NSWC Crane. The Government has a requirement for the development, procurement, and installation of an open architecture Department of Navy Large Aircraft Infra Red Counter Measure (DoN LAIRCM) System Engineering Lab (DSEL) to be installed at NSWC Crane and to include system support. This lab will fulfill requirements for testing, development, and logistical support of Infrared Countermeasures Systems for Aircraft Survivability Equipment deployment. Contractor shall deliver and install all necessary equipment in the DSEL lab and associated logistic support, training, manuals, and system support services through the duration of the contract IAW the Statement of Work and functional specification. DSEL delivery, installation and system support will be allotted for the initial 12 months after contract award. Continual support including; system anomaly troubleshooting, maintenance issues, custom software updates, software, equipment, and on-line support will be requested for an additional 48 months (4 years) in the form of priced options. Submitting a bid from the NECO website by clicking on Submit Bid does not guarantee offers will be received by the proper person in the correct format. It is the responsibility of the offeror to submit offers to the Point of Contact (POC) at NSWC Crane. The POC is Ms. Jenn Heldt, Code CXMS VH at Tel: (812)-854-3860 or email jennifer.heldt@navy.mil. Reference the above solicitation number when responding to this notice. All changes to the requirement that occur prior to the closing date will be posted to FEDBIZOPPS and NECO. It is the responsibility of interested vendors to monitor FedBizOpps and/or NECO for amendments that may be issued to this solicitation. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award.
