Description
The U.S. Department of Energy (DOE) intends to award a sole source contract to the National Academy of Public Administration (NAPA) for an independent review of the Department?s management and oversight of DOE?s national laboratories. NAPA will consider such issues: ?Achieving Optimal Performance. How the national laboratories carry out their tasks and what flexibility is required to obtain optimal performance? ?Site Office Oversight. How DOE site offices oversee the laboratories, including identifying existing tools/systems used by the site offices to manage their laboratory-related responsibilities? ?HQ/Program Oversight. How DOE headquarters program offices oversee both their laboratories and their site offices managing laboratories? ?Metrics. Whether DOE?s laboratory metrics adequately assess critical aspects of their performance and how DOE uses these metrics to ensure accountability: DOE Systems Support. Whether the Department?s management systems provide adequate support to the laboratories? NAPA should consider the findings of a recent report by the National Laboratory Directors Council, which expressed concerns about overly burdensome oversight and operational requirements. The NAPA is uniquely qualified to provide the expert, independent organizational review required as it is the preeminent independent, non-profit organization for public governance. Established in 1967 and chartered by Congress, the NAPA has become an independent source of trusted advice for every branch and level of government, congressional committees and civic organizations. The NAPA works constructively with government agencies to improve their performance and management through problem solving, objective research, comprehensive analysis, strategic plans, and connecting people and ideas. It exists solely to help Government achieve excellence. The unique source of the NAPA?s expertise is its membership, which includes more than 600 current and former Cabinet officers, members of Congress, governors, mayors, legislators, jurists, business executives, public managers, and scholars who are elected as Fellows because of their distinguished contribution to the field of public administration through scholarship, civic activism, or government service. Participation in the Academy?s work is a requisite of membership, and the Fellows offer their experience and knowledge on a voluntary basis. The NAPA maintains a core professional staff that is regularly augmented by study teams recruited for their superior qualifications to contribute to specific projects. Panels composed of Fellows and invited experts from science, business, labor, and other relevant fields, direct project and study activities. Since its establishment in 1967, the NAPA has responded to a multitude of requests for assistance from various agencies and has undertaken numerous studies on issues of particular interest to Congress.. In accordance with 41 U.S.C. 3304(a)(1) as implemented by FAR 6.302-1, other than full and open competition is authorized when there is only one responsible source and no other supplies or services will satisfy agency requirements. This is a notice of intent and no solicitation is available for this requirement.The North American Industry Classification System (NAICS) code for this requirement is 541611, Administrative Management and General Management Consulting Services. The period of performance is nine months. Interested parties may identify their interest and capability to respond to the requirements described above. This notice of intent is not a request for competitive proposals. However, all capability statements received within 15 days after the publication date of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government. Information received may also be considered for the purpose of determining whether to conduct a competitive procurement.
