- THIS IS A PRESOLICITATION NOTICE ONLY AND NOT A SOLICITATION OR REQUEST FOR QUOTE (RFQ) DOCUMENT. THE RFQ/SOLICITATION PACKAGE WILL BE AVAILABLE AFTER THE CLOSING DATE OF THIS PRE-SOLICITATION NOTICE. QUOTES ARE NOT BEING SOLICITED OR ACCEPTED AT THIS TIME. CONTRACTORS SHOULD FOLLOW THE INSTRUCTIONS BELOW. The United States Coast Guard, C3CEN, Portsmouth, Virginia intends to issue a Purchase Order using Simplified Acquisition Procedures(incorporating the latest FAC, FAC 55) for the Repair of 38 Each of - L3 Protec AIS Transponders. The intended source is L-3 Communications Corp. The Cage Code is 06141. The Market Research performed by the KO has determined that these transponder repair services are not available via GSA and are only available Open-Market via the Contractor L-3 Communications, Corporation. The L-3 Communications Repair Facility in Sarasota, FL is the only authorized repair facility where the L3 Protec Automatic Identification System (AIS) transponders can be repaired at the depot level. The closing Response Date of this Pre-Solicitation notice is 21 February 2012. The Coast Guard does not own nor can it obtain specifications, drawings, plans or other technical data for repair. Requests for specifications, drawings, etc. will be disregarded. The RFQ document, HSCG44-12-Q-PC8125, will be available for downloading from FedBizOps at www.eps.gov or can be obtained by E-mailing to James.A.Lassiter@USCG.mil. Contractors shall be able to download, print, and E-mail the RFQ from the FedBizOps website. The RFQ/solicitation will be available for download after the closing date (Due Date or Response Date shown above) with an Anticipated Award Date of Feb/28/2012. This date is approximate and not exact. Contractors are encouraged to register and use FedBizOps and they can call Mr. Jim Lassiter, Contracting Officer at (757) 686-2149 for assistance. The North American Industry Classification Standard (NAICS) is 811213 and the Size Standard is $7.00Mil. L-3 Communications Corp. is classified as a Large business. This is an unrestricted procurement. All responsible sources may submit a quotation which shall be considered by the agency. Sources must have valid Cage Codes and DUNs Numbers or have the ability to obtain one. Quotes may be F.O.B. Origin or F.O.B. Destination(F.O.B. Destination is preferred) and will be evaluated on the basis of best value to the government considering technical acceptability, price, delivery and past performance and quality and price realism. Required delivery date is 30 days after receipt of transponders in your repair facility. Packaging instructions will be specified in the RFQ/solicitation. Delivery shall be to C3CEN, 4000 Coast Guard Blvd, Portsmouth VA 23703.
