Description
In accordance with Federal Aviation Administration Acquisition Management System (AMS) Policy 3.2.1.2.1 - this announcement is to conduct a Market Survey for the purpose of soliciting statements of interest and capabilities from interested vendors. This announcement is NOT A SCREENING INFORMATION REQUEST (SIR) or REQUEST FOR PROPOSAL (RFP). Further, the Federal Aviation Administration (FAA) is not seeking or accepting unsolicited proposals. This is not a replacement contract. At this time the nature of the competition has not been determined. The FAA may decide to do a full and open competition or set aside all or part of the procurement for small businesses, service-disabled veteran-owned small businesses or eligible socially and economically disadvantaged businesses that are certified by the SBA for participation in the SBA's 8(a) Program. The Principal North American Industry Classification System (NAICS) code for this requirement is 541370 Surveying and Mapping, (size standard $4.5 Million). This is a sources sought to determine the availability of potential sources having the professional skills and capabilities necessary to provide a survey to define and verify the land site and easement boundaries for existing facilities located within multiple states in the Federal Aviation Administration (FAA) Central Service Area. The locations include: North & South Dakota, Wisconsin, Minnesota, Michigan, Ohio, Indiana, Illinois, Iowa, Missouri, Nebraska, Kansas, Arkansas, Louisiana, Oklahoma, Texas, & New Mexico. This industry comprises establishments primarily engaged in performing surveying and mapping services of the surface of the earth. These services by a qualified, licensed land surveyor are to include "Metes and Bounds" legal description and detailed drawing. A separate legal description shall be provided for each ownership/tract and/or each of the property rights being acquired, such as the facility site, access road easement, utility easement, cable easement, and restrictive aerial easement. Responses must be emailed to todd.butler@faa.gov no later than 1:00pm EST, February 16, 2012. Your response should include the following information as explained below: 1) STATEMENT OF CAPABILITY, 2) SERVICE AREA 3) BUSINESS SIZE AND SOCIO-ECONOMIC STATUS Please place "Attention: Surveying & Mapping Services in the subject line of your email. This notice is to assist the FAA in determining sources only. A SOLICITATION IS NOT CURRENTLY AVAILABLE. If a solicitation is issued, it will be announced at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement. REQUESTED INFORMATION: (1) STATEMENT OF CAPABILITY: Submit a brief description [three (3) pages or less] that shows your capabilities. Include past experience in performing these services to a Government (Federal or State) agency, or for a private interest. Please specify your availability and possible start date. Please indicate your address. (2) SERVICE AREA: Please indicate which states for which you could provide services, and if all or some (indicate which states). (3) BUSINESS SIZE AND SOCIO-ECONOMIC STATUS: (a) Indicate whether your business is large or small (b) If small, indicate if your firm qualifies as a small, emerging business, or small disadvantaged business (c) If disadvantaged, specify under which disadvantaged group and if your firm is certified under Section 8(a) of the Small Business Act (d) Indicate if your firm is a certified Hub-zone firm (e) Indicate if your firm is a woman-owned or operated business (f) Indicate if your firm is a certified Service-Disabled Veteran Owned Small Business (SDVOSB) (g) Include the DUNS number of your firm. (h) State whether your firm is registered with the Central Contractor Registration (CCR) at http://www.ccr.gov. If not, please NOTE: any future solicitation could only be awarded to a contractor who is registered in CCR.
