- SOURCES SOUGHT SYNOPSIS: This is a request for information/market research; it is not a Request for Proposal, a Request for Quotation, an Invitation for Bids, a Solicitation, or an indication that CHCC will contract for the items contained in the sources sought synopsis. This sources sought synopsis is part of a Government market research effort to determine the scope of industry capabilities and interest and will be treated as information only. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responses to this source sought are strictly voluntary and the Government will not pay respondents for information provided in response to this sources sought. Responses will not be returned and respondents will not be notified of the result of the review. If a Solicitation is issued, it will be announced on the Federal Business Opportunities website http://www.fbo.gov at a later date, and all interested parties must respond to that Solicitation announcement separately from any response to this announcement. This sources sought does not restrict the Government's acquisition approach on a future Solicitation. The Center for Healthcare Contracting Office (CHCC), Fort Sam Houston, Texas is seeking potential sources capable of providing the services of a consultant-led training to the U.S. Army Medical Command (MEDCOM) service members and government civilian employees for organizational change management theory and concepts congruent with supporting and attaining the Army Surgeon General's (TSG) change goals. The services and requirements are described in the attached draft performance work statement. Consultant-led training shall consist of and be based on government provided materials for the following topics: Spectrum Temperament Foundation Training, Big Share/Conscious Leadership, Systems Thinking; Sound and Current Data, Building Trust/Mutual Respect/Way of Being, Mutual Respect/Way of Being (continued); Feedback, Playing Win-Win, Learning from Differences, and Conflict Competence. The North American Industry Classification System (NAICS) code for this requirement is 611430 Professional and Management Development Training with a business size standard of $7,000,000.00 annually. Respondents to this sources sought are to describe their interest and ability to perform the requirements summarized within this notice. Responses are to contain (1) company name, (2) CAGE code, (3) business size, (4) mailing address, 4) primary point of contact information, to include telephone number and email address CAGE Code, Size of Business pursuant to NAICS code 611430 and GSA contract number and expiration date if applicable. To be of greatest value, responses should provide a capability statement and address the aforementioned questions for industry. Responses should be formatted as either MS Word (.doc) or Adobe Portable Document Format (.pdf) and should be limited to a maximum of five (5) pages. Proprietary/Competition Sensitive information (appropriately marked) will be protected from disclosure to the greatest extent practical, however it is preferred that respondents do not provide proprietary or otherwise restricted responses. Responses should be submitted to the contract specialist at maria.fidone@amedd.army.mil no later than 1:00 PM CST on 24 February 2012. No faxes, courier delivered, or telephone inquiries/submissions will be accepted. QUESTIONS: The Government requests that respondents offer their experience on the following questions related to the consultant led training services requirement. Questions are provided in order of perference. (1) Does your firm's instructor meet all of the following qualifications: i. Graduate of the Organizational Development Triple Impact Practitioners Program ii. Certified entrepreneurial trainer of the Spectrum Temperament Development iii. Certified trainer of the Leading Empowered Organizations (LEO) course iv. Minimum of 2 years of experience as an organizational development consultant v. Have a Master Degree in any of the following board disciplines: Business, Psychology, Human Resources, Organizational Development, Organization Leadership or related field. (2) What are the standard qualifications in industry for an Organizational Change Management Trainer? (3) Has your firm provided organizational change management training services to the Government within two years? If so describe the services including scope and complexity. (4) Does your firm have any suggestions to an alternative course for the organizational development for the Spectrum Course? If so, provide alternate course with course specifics. (5) Based on the topics provided in the draft PWS, does your firm have sufficient information to perform the training? (6) How are these services invoiced (i.e. per iteration, daily, monthly etc.)? (7) Is the NAICS Code 611430 Professional and Management Development Training appropriate for this requirement?
