W58RGZ-PMUASFLEET QUESTIONS and ANSWERS NOTE: If a contractor submits proprietary information under this RFI, the contractor must execute a Non-Disclosure Agreement (NDA) between themselves and the support contractors listed in the RFI. A signed copy of the NDA agreements must be furnished to the Government with the response submission. Contractors are hereby advised that they are accountable for marking their submissions appropriately. QUESTION 1: The RFI that was released does not have any instructions for preparing an RFI response. Do you have any instructions on what needs to be included along with the format of the RFI? ANSWER 1: No specific format is required; however, the Government will accept Rough Order-of-Magnitude (ROM) estimates. QUESTION 2: The RFI states "Under the auspices of the Universal Operator Concept, outlined in the UAS Training Strategy,..." Do you have a copy of a link to the UAS Training Strategy and any additional information on the Universal Operator Concept? ANSWER 2: The UAS Training Strategy is not necessary to prepare a response to the Request for Information UAS Training - W58RGZ-PMUASFLEET, In addition, it is not available for release at this time. QUESTION 3: Is a white paper format satisfactory? ANSWER 3: Yes. QUESTION 4: I noticed that FBO provides a link to additional information, but the link is not hooked up to a specific web address and therefore not working. Can you please send me the web address that provides further content? ANSWER 4: Under Additional Info: The Department of Army, Program Manager - Unmanned Aircraft Systems (PM-UAS) was linked by error. There is no additional information for this RFI. QUESTION 5: Can the response be submitted electronically, and if so, to what email address, etc. ANSWER 5: Yes. It can be emailed to Charnis.BoardsBailey@us.army.mil QUESTION 6: What is the response page limit, if any? ANSWER 6: There is no page limit. QUESTION 7: What is the current benchmark for the 15% reduction to be realized in training effort? A. How many instructors are currently used in the 40 weeks of training for UAS operators? B. Is there a minimum student to instructor ratio? C. What facilities (buildings, simulators, devices, etc.) are currently used? D. Is all the training currently conducted at Ft. Huachuca or do mobile training teams or distributed training network provide refresher training in units? E. Have the common elements from the 3 POIs (Shadow, Gray Eagle, and Hunter) already been identified and has the Universal Operator content already be identified? ANSWER 7: Understand that this assumes that your company is "king-for-a-day." And if given that opportunity, how would you train UAS operators using state-of-the-art technologies (if applicable) or any other means at your disposal? Providing all this information is not relevant. Your approach should be telling the Government how and what your company would use in the training of UAS operators. QUESTION 8: Does this RFI pertain only to UAV operation, or is maintenance also included? ANSWER 8: Same answer as ANSWER 7. QUESTION 9: Could you clarify the "applicable laws, regulations, policies, and procedures" mentioned in the RFI under the Scope section. Other than air space and NATO interoperability standards, what are these? ANSWER 9: As a company that would provide these services, this should already be known. QUESTION 10: The point of contact for Aerodyne, Inc. is Bobby Reynolds, Lead Associate (UAS TADSS Development & Support Analyst) and his phone number is listed as (259) 842-1091; however, that is a hotel number. What is the correct phone number? ANSWER 10: The correct telephone number for Bobby Reynolds is (256) 955-3676 and the cell number is (256) 426-5443. QUESTION 11: Please define the meeting of "foreign company" as used in the referenced source sought? ANSWER 11: Per FAR Part 25, "Foreign contractor" means a contractor or subcontractor organized or existing under the laws of a country other than the United States. QUESTION 12: Do you have a limit to the number of pages for RFI response? ANSWER 12: There is no page limit.
