Description
POTENTIAL OFFERORS WILL BE RESPONSIBLE FOR DOWNLOADING THEIR OWN COPY OF THE SOLICITATION AND ANY AMENDMENTS THAT MAY BE ISSUED. This acquisition is being advertised under full and open competition. The Pharmaceutical Resources Branch of the Developmental Therapeutics Program, Division of Cancer Treatment and Diagnosis, National Cancer Institute (PRB/DTP/DCTD/NCI) is seeking contractors experienced in the analytical assessment of bulk drug substances and clinical drug products to provide analytical services. Analytical information generated under these contracts will be used for pre-clinical and clinical development of drug candidates. Data provided in the analytical reports will be supplied to the Food and Drug Administration (FDA) as part of the Investigational New Drug (IND) filings for anti-tumor agents. This project represents a recompetition of the following contracts: Midwest Research Institute (HHSN261200722001C), Research Triangle Institute (HHSN261200722002C), and SRI International (HHSN261200722003C). Freedom of Information Act (FOIA) requests regarding the current contracts should be directed to Suzanne Milliard, Freedom of Information Act Coordinator at milliars@mail.nih.gov. Experience is required in the analytical assessment of bulk drug substances and clinical drug products, and contractors will be expected to have operational equipment and capabilities. The Contractors shall consider the chemicals and drugs to be analyzed under the proposed contract as proprietary in nature. The Contractors shall maintain laboratory notebooks containing raw data at the contract site. All data generated under the proposed contract are property of the Government and must be supplied to the Government upon request. All chemicals and drugs handled during the performance of the project should be considered potentially toxic, and thus, handled accordingly. Request for Proposal (RFP) N02-CM-27024-82 will be available on or about March 2, 2012 and receipt of proposals will be due on or about 2:00 p.m., Eastern Prevailing Time on April 2, 2012. The RFP will only be available electronically and must be accessed through the National Cancer Institute's, Office of Acquisitions external website at URL: http://rcb.nci.nih.gov/ Once there, click on Current Requests for Proposals. Under the Section entitled Current Requests for Proposals, click on number N02-CM-27024-82 entitled, "Analysis of Anti-Cancer Chemicals and Pharmaceutical Formulations." Interested parties are expected to review this notice and the Request for Proposal to familiarize themselves with the requirements of the project; failure to do so will be at your firm's own risk. All information required for submission of a proposal will be contained in the electronic RFP package. POTENTIAL OFFERORS WILL BE RESPONSBILE FOR DOWNLOADING THEIR OWN COPY OF THE RFP AND ANY AMENDMENTS. FAILURE TO DO SO WILL BE AT YOUR FIRM'S OWN RISK. It is the offeror's responsibility to monitor the above website for the release of this RFP and amendments, if any. No collect calls will be accepted. This solicitation is anticipated to result in up to three (3) awards to offerors capable of performing all aspects of the work described in the Statement of Work (SOW). It is anticipated that multiple-year, Work Assignment contracts will be awarded on or before June 1, 2012, for a base period of one-year, plus four (4) one (1) year options. All responsible sources may submit a proposal which shall be considered by the Government. The Government's estimated effort for this project is 6,563 direct labor hours per year, per contract. Each Contractor shall complete and deliver 10 to 15 reports for approximately 10-15 Request for Analysis assignments. This advertisement does not commit the Government to award any contract.
