Description
Solicitation # has changed to SP0600-12-R-0518. Contractor-Owned, Contractor-Operated (COCO) Fuel Storage Facilities and Service is required to receive, store, protect and ship two grades of US Government-owned petroleum products, F76 (fuel naval distillate) and JP5 (turbine fuel aviation) at the Port of Salalah for a five-year period. This services requirement is for commercial fuel storage facility with the capability to receive and ship via ocean going tankers/barges or U.S. Navy Fleet Oilers, a dock and berthing facilities capable of receiving and berthing barges not to exceed 50,000 dead weight tons (DWT), with Length Overall (LOA) of 800 feet, and fully laden draft with a minimum of 41 feet at mean low water (MLW) from the Contractor's berthing and mooring facility to the open ocean. All storage is requested at a single location. AREA OF CONSIDERATION : Port of Salalah, Oman. GRADE OF PRODUCTS: F76 (fuel naval distillate) and JP5 (turbine fuel aviation). STORAGE REQUIREMENT : 600,000 barrels of F76 (fill capacity) and 470,000 barrels of JP5 (fill capacity) is required with a minimum of two (2) tanks interconnected and isolated from other facilities. ESTIMATED THROUGHPUT : Estimated throughput for this requirement is 1,180,000 barrels of F76 and 570,000 barrels of JP5 each 12 month period excluding initial fill and final shipment. The solicitation is estimated to be issued on or about March 12, 2012 and the Request for Proposal (RFP) closing date is estimated to be on or about June 10 2012. This procurement will be unrestricted. The solicitation will be published electronically on the FedBizOpps website https://www.fbo.gov. Lowest Price Technically Acceptable procedure will be used in this procurement. All responsible sources may submit a proposal which shall be considered.
