Description
This is an Addendum to the original Sources Sought Notice for the HITS-ICS program. Subject: Addendum to Sources Sought Notice for HITS-ICS Program Date: 02/16/2012 The purpose of this Addendum is to inquire about specific technology and capabilities that PEO STRI is evaluating. The technology and capabilities are related to HITS-ICS, but may also have broader applications. To emphasize PEO STRI's desire that these issues be discussed by their own merits, this is being issued as an Addendum, versus modifying the content of the original Sources Sought. Contractor submissions should be via two separate files. The first file should specifically address the information in the original Sources Sought Notice as posted on 9 February. The second file should specifically address the information that is provided in this Addendum, dated 16 February. Cross references between the two documents are acceptable, if appropriate. The Government may schedule a conference call to ask follow up questions and obtain clarification. Please provide a technical POC in your response. Information provided will not be shared with other contractors. The date for submittal remains unchanged, 8 March 2012. Addendum Technical Information: The ICS communications system will be used with HITS, the current generation Tactical Engagement Simulation System (TESS), and the next generation TESS (A-TESS) that is expected to be fielded in the FY16-FY18 timeframe. To help the government team develop a better understanding of radio performance characteristics, latencies, dynamic allocation, and other radio characteristics that could potentially support future A-TESS uses cases, contractors are requested to provide a response that addresses the following: In addition to providing a bi-directional Real Time Casualty Assessment (RTCA) communication network for HITS, contractors are asked to address their ability to support low latency communications between the shooter and target(s) for Indirect Fire/Non-Line of Sight engagements. Shooter and target adjudication based on dynamic events must occur within the time of flight of simulated munitions to provide a realistic training environment. Understanding the network topologies, infrastructure, mobility, scalability and minimum latencies achievable for a complete communications loop between shooter, target(s) and the Instrumentation System will help the government evolve various use case solutions for short time of flight weapons. Further, contractors are asked to address the additional network throughput demands and Quality of Service (QoS) of this "peer to peer or peer to peer like" network use case. Additionally, what is the ability of the communications network and radio to support near real time communications allowing for remote command and control of Training Aids, Devices, Simulations, and Simulators (TADSS) such as IED simulators and range effects devices?
