Description

THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR REQUEST FOR PROPOSAL (RFQ) N40083-12-Q-3003. Naval Facilities Engineering Command Midwest, Great Lakes, IL is currently seeking Small Business construction contractors for Request for Quote (RFQ) Number N40083-12-Q-3003 to obtain construction services that will entail directional boring for the north Nimitz Village street lighting project located at Naval Station, Great Lakes, IL. Project Scope: Work includes furnishing all labor, transportation, supervision, and equipment and performing all operations in connection with providing the �Directional Boring � required for the subject street lighting project. The work consists of installing underground electrical service using the horizontal directional drilling (HDD) method of installation, also commonly referred to as directional boring. Please see Scope of Work (SOW) attached to the RFQ for complete description of requirement. This combined synopsis/solicitation is issued as a Small Business set-aside. The Government will only accept offers from Small Business concerns. This is a negotiated procurement, using the Lowest Price Technically Acceptable Approach in accordance with FAR 15.101-2 that will result in a Firm Fixed-Price Construction Contract. The Government anticipates a contract award for this project in April 2012. The NAICS Code for this procurement is 238910, Site Preparation Contractors, with a size standard of $14 million dollars. In accordance with FAR 36.204, the project magnitude is between $25,000 and $100,000. The contract duration is 90 calendar days from date of contract award. SITE VISIT: Offerors are urged and expected to inspect the site where the work will be performed. A site visit is planned for February 29, 2012. NOTE: THIS WILL BE THE ONLY SITE VISIT HELD FOR THIS SOLICITATION. Additional requests for site visits will not be entertained. The NECO web-site will be the only method of distribution of amendments; therefore IT IS THE OFFERORS RESPONSIBILITY TO CHECK THE WEBSITE PERIODICALLY FOR ANY AMENDMENTS TO THIS SOLICITATION. A plan holders list will be available in NECO under this solicitation number. The Government will not pay for information requested nor will it compensate any respondent for any proposal. The successful offeror must be currently registered in the Central Contractor Registration (CCR) database, with a valid DUNS number, prior to contract award. Offerors not already registered in the CCR database are highly encouraged to do so by calling 1 (888) 227-2423, or via internet at http://www.ccr.gov. Failure to register in the CCR database may render the successful offeror ineligible for award.
