Description
The Naval Sea Systems Command (NAVSEA) intends to issue a solicitation on or around 09 April 2012 to conduct a Limited Competition with the following vendors: Lockheed Martin Systems and Sensors (Syracuse, NY) and L-3 Communications Corporation (Sylmar, CA) for the procurement of TB-29A Thin Line Towed Arrays. The contract will be for the procurement of six (6) TB-29A Arrays in the base year, 4 additional TB-29A Arrays in option year 1, and 2 additional TB-29A Arrays in option year 2. As the only current developers and producers of the TB-29A arrays, Lockheed Martin and L-3 are uniquely qualified to provide the required hardware. No other source has the technical qualifications and necessary resources to perform the work described herein in the time frame required to meet the Navy's operational needs, nor will any other supplies or services satisfy the Navy's requirements without duplication of start up costs. The limited competition will be conducted pursuant to 10 U.S.C. 2304(c)(1), Only one or a limited number of responsible sources and no other type of supplies or services will satisfy agency requirements. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. Responses to this Pre-Solicitation notice are required prior to 16 March 2012. This is not an RFP, a promise to issue an RFP, or a promise by the Government to pay for information received in response to this synopsis or any subsequent synopsis. This information is subject to modification and in no way binds the Government to award a contract. A determination by the Government not to compete this proposed procurement action under a limited competition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a full and open competitive procurement. This synopsis is for informational purposes only, for the benefit of potential subcontractors. The Government intends to solicit only with the sources identified herein. Parties interested in pursuing subcontracting opportunities are encouraged to contact the subcontracting department for Lockheed Martin or L-3 Communications.
