- INTRODUCTION This SOURCES SOUGHT NOTICE is to determine the availability of potential small businesses (e.g., 8(a), service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, veteran-owned small business, and women-owned small business) that can provide: 1. Industrial, maintenance, logistical and technical labor support services to sustain and enhance Letterkenny Army Depot's (LEAD) production requirements for various functional divisions under the Directorate of Maintenance: Production Engineering, Major Items, Industrial Business, Electronic Support, Manufacturing and Fabrication, Mechanical Equipment, Paint and Mine Resistant Ambush Platform (MRAP). 2. Additionally there are functional areas/cost centers located on the depot, such as the Directorate of Supply and Transportation, supporting the Directorate of Maintenance mission that requires support services. The applicable NAICS code is: 811111 General Automotive Repair The information from this market research will help LEAD plan their acquisition strategy. Please be sure to indicate if you have a GSA schedule contract, a contract on GSA 8(a) STARS, or a contract on GSA VETS GWAC. THIS IS STRICTLY MARKET RESEARCH. LETTERKENNY ARMY DEPOT WILL NOT ACCEPT OR RESPOND TO QUESTIONS REGARDING THIS MARKET RESEARCH. BACKGROUND LEAD, located in Chambersburg, Pennsylvania, is a depot installation reporting to the U.S. Army Aviation and Missile Life Cycle Command at Huntsville, Alabama. LEAD operates a maintenance and ammunition depot for the receipt, storage, issue, maintenance, and disposal of assigned commodities. LEAD also provides administrative, logistic, and facilities support to tenants and attached organizations. Tenant activities located at LEAD include Communications and Electronics Command and Missile Command Liaison Offices consisting of the following: Defense Enterprise Computing Center Detachment - Chambersburg Defense Information Systems Agency (DISA) - Logistics Division DISA - Field Security Operations Division Defense Automated Printing Service (DAPS) Defense Reutilization and Marketing Office (DRMO) Letterkenny Munitions Center (LEMC) LEAD serves as the Center of Industrial and Technical Excellence for the Air Defense and Tactical Missile Ground Support Equipment, which includes the Homing All the Way Killer (Phase I); Phased Array Tracking to Interception of Target (PATRIOT); and Paladin, Avenger, Sparrow, Hellfire, and Hazard Minimization. LEAD is the organic depot for the overhaul, test, repair, and/or modification for Javelin; Tube-launched, Optically Tracked Wire (TOW) Bradley; TOW 2; TOW Cobra; Phoenix; Air to Air Stinger; Sidewinder; High Speed Anti Radar Missile (HARM); Army Tactical Missile System; and the M578 Recovery Vehicles. LEAD also serves as the site for mobile power generation equipment. LEAD performs depot maintenance on generator from 2 kW to 150 kW and on a variety of other commodities such as MHE, soldier support equipment, tactical vehicles, and special operations vehicles. Radar Test Site - LEAD has a 28-acre tree-space radiation site dedicated to testing a wide variety of radar devices. LEAD can realistically simulate tactical emplacements for individual radars or fully integrated systems. Radiographic Inspection Facility - This facility houses a 320-kilovolt X-ray machine and a 25-megavolt betatron X-ray machine which provide LEAD with the capability to X-ray through up to 20 inches of steel. LEAD employs nearly 4,000 personnel consisting of Department of Army civilians, contractor Personnel and military members. The depot includes 18,864 acres and 1,780 buildings with 8.4 million square feet of floor space. SCOPE OF WORK The purpose of this effort is to provide industrial, maintenance, logistical and technical labor support services to sustain and enhance LEAD's production requirements for various functional divisions under the Directorate of Maintenance: Production Engineering, Major Items, Industrial Business, Electronic Support, Manufacturing and Fabrication, Mechanical Equipment, Paint and Mine Resistant Ambush Platform (MRAP). Additionally there are functional areas/cost centers located on the depot, such as the Directorate of Supply and Transportation, supporting the Directorate of Maintenance mission that requires support services. The majority of the work will be completed at LEAD facilities in Chambersburg PA; however, occasional travel to temporary duty locations Ft. Bliss, Red River, Tobyhanna Army Depot, Red Stone Arsenal may be required. The contractor shall perform tasks which include troubleshooting, repair, test, installation, removal, plating, painting, refinishing of electrical, electronic and mechanical systems and sub-systems during repair, overhaul, reset, recap, and manufacturing/remanufacturing operations on various systems and other support process tasks. The tasks range from minor repair and return to depot level overhaul, fabrication of electrical and mechanical components, and integration of systems. • Recapitalization programs will involve the rebuild and selective upgrade of currently fielded systems to near zero time/zero mileage systems. May include Generator sets, Mine Resistant Ambush Vehicles, High Mobility multipurpose Wheeled Vehicle (HMMWV), Special Operations Command (SOCOM )Vehicles, Buffalo, Route Clearance Vehicles, Patriot Missile Systems, Tube-launched Optically-tracked Wire-guided missile (TOW), Hellfire, Avenger and Ground Mobility Vehicles • Reset workload will require restoration and repair of a wide variety of equipment to varying degrees of readiness. May include Generator sets, Mine Resistant Ambush Vehicles, HMMWV, SOCOM Vehicles, Buffalo, Route Clearance Vehicles, Patriot Missile Systems, TOW, Hellfire, Avenger and Ground Mobility Vehicles • Maintenance support will be required for all new, existing, and future depot workload platforms to also include any systems not currently supported organically. The contractor shall perform troubleshooting, repair, calibration and alignment tasks on precision test stations, equipment simulators, antenna pattern ranges and test equipment using bench top test procedures and automated test equipment. The contractor shall conduct post-maintenance operational checks and testing of systems such as Generator sets, Mine Resistant Ambush Vehicles, HMMWV, SOCOM Vehicles, Buffalo, Route Clearance Vehicles, Patriot Missile Systems, TOW, Hellfire, Avenger and Ground Mobility Vehicles. The contractor shall perform clerical functions requiring input and retrieval of data in/from various information technology support systems, including Enterprise Resource Planning/Logistic Modernization Program/Automated Time, Attendance, and Production Systems. Contractor shall also perform technical writing, drafting, provisioning, supply and logistics support, warehousing, inventory, material handling, computer operations, assembly, set-up, testing, identification/verification/sorting activities that support the maintenance mission. Contractor workers must operate within and support the entire mission support process and will be required to complete LEAD designated mandatory training, attend and participate in depot meetings, production and productivity improvement tasks and events, lean six sigma events, shop orientation, and shift change over meetings. Work shall be performed in accordance with drawings, schematics, or technical manuals, and sketches. Repairs and services will be performed to the repair standards prescribed in the drawings, schematics, and technical manuals. SPECIFIC REQUIREMENTS Requirements of Maintenance contract for approximately 1100 contractor personnel 70% of which support core workload and 30% of which support non-core workload. The contractor shall be manned at 100% during the period of performance. The potential for short term, on-demand non-core workload exists but cannot be accurately predicated at this time due to the variability of the historical workload and the extremely limited scope and schedule information currently available from prospective program customers. The number of employees under this contract can range from 800-1400 contractor employees which may include 30+/- different skills set. RESPONSE INFORMATION In order to respond to this notice, contractors must be able to clearly convey its experience and/or ability to perform the following tasks identified: Must Submit: 1. Company's technical capabilities and/or experience in providing industrial, maintenance, logistical and technical labor support in the following areas: (i) Aviation & Missile Support (ii) Automotive Recap (iii) Generator Overhaul (iv) Wire & Harness Fabrication (v) Machine Capabilities b) Recruitment and retention of 500+ support staff personnel. c) Ability to upscale and downscale personnel in an appropriate timeframe. d) Ability to obtain financial credit in order to support payroll and other associated expenses for large scale Government contracting. 2. The Contractor must demonstrate an intimate knowledge and understanding in the following: a) The Offeror must cite its specific and relevant experience and expertise in the following Aviation & Missile Support,Automotive Recap, Generator Overhaul, Wire & Harness Fabrication, Machine Capabilities, and Other Similar Industry areas. b) The Offeror must submit examples or provide references of experience in previously completed deliverables related or similar to Aviation & Missile Support, Automotive Recap, Generator Overhaul, Wire & Harness Fabrication, Machine Capabilities. c) The Offeror must provide documentation justifying they are capable of meeting the criteria of the scope of work in support of Aviation & Missile, Automotive Recap, Generator Overhaul, Wire & Harness Fabrication, Machine Capabilities. Each response should include the following Business Information: Company name, mailing address, e-mail address, telephone and FAX numbers, website address (if available), and the name, telephone number, and e-mail address of a point of contact having the authority and knowledge to clarify responses with Government representatives. Name, title, telephone number, and e-mail addresses of individuals who can verify the demonstrated capabilities identified in the responses. Business size for NAICS 811111 and status if qualified as an 8(a) firm (must be certified by SBA), Small Disadvantaged Business (must be certified by SBA), Woman-Owned Small Business, HUBZone firm (must be certified by SBA), and/or Service-Disabled Veteran-Owned Small Business (must be listed in the VetBiz Vendor Information Pages). DUNS number, CAGE Code, Tax Identification Number, and company structure (Corporation, LLC, partnership, joint venture, etc.). Companies also must be registered in the Central Contractor Registry (CCR, at www.ccr.gov) to be considered as potential sources. Identification of the firm's GSA Schedule contract(s) by Schedule number and contract number and SINs that are applicable to this potential requirement are also requested. If the company has a Government approved accounting system, please identify the agency that approved the system. Teaming Arrangements: All teaming arrangements should also include the above-cited Information for each entity on the proposed team. Teaming arrangements are encouraged. Responses must be submitted not later than Friday, February 24, 2012 at 1000 AM, EST. Capability statements will not be returned and will not be accepted after the due date. The maximum number of pages for submission is 5 pages.
