- By way of this Notice and in accordance with the provisions of FAR 6.302-2, the Chicago District, US Army Corps of Engineers announces its intention to award a sole source contract to Smith Root Incorporated (SRI) of Vancouver, Washington, for the purpose of acquiring the technical services to conduct an on-site inspection and maintenance visit for Dispersal Barriers IIA & IIB at the Chicago Sanitary and Ship Canal Aquatic Nuisance Species Electric Dispersal Barrier Project Site, Romeoville, IL. The purpose of the visit is to insure the operational integrity of both Barriers. SRI employees have a very intimate knowledge of both barriers and their mechanical and electrical systems. Equipment to be serviced and maintained includes an emergency stand-by generator, buildings and site lighting, and submerged electrode array on the canal floor and electric pulse generators, which are patented by SRI. The work may include crating and shipping patented electronic equipment components to SRI in Vancouver, Washington, and receiving and installing similar components. In this regard, it is deemed necessary to obtain the services from the original source (SRI) to continue an agile operation of the Barrier without disruption and to avoid a substantial duplication of cost that is not expected to be recovered by way of competition. In addition, the government cannot afford any delays in fulfilling the agency's requirements since the Barrier project protects the ecosystem from two species of Asian carp. The massive and voracious fish, which can grow to 4 feet long and weigh 100 pounds, are known for their ability to leap up to 8 feet out of the water as motor boats speed by, injuring fishermen. Scientists fear that the fish, which can eat the equivalent of 40 percent of their body weight every day, could damage the ecosystem of the Great Lakes, which is the largest fresh water system on earth. Under the proposed contract, work will begin on April 1, 2012 and be completed by April 30, 2012. The contract will result in a firm-fixed price service contract. This notice does not constitute a solicitation for offers, proposals, etc. However, interested firms may send a capabilities statement NO LATER THAN the close of business on March 3, 2012.
