ANNOUNCEMENT NUMBER : NHLBI-CSB-(AR)-2012-076-CRS POST DATE : February 17, 2012 CLOSING DATE : February 27, 2012 PROPOSED AWARD DATE : March 02, 2012 Title : QIAGEN Consumable Kits THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute (NHLBI), Office of Acquisitions (OA) on behalf of the National Arthritis and Musculoskeletal and Skin Diseases Institute (NIAMS), Intramural Research Program (IRP), intends to negotiate and award a purchase order on a non-competitive sole source basis to QIAGEN, 27220 Turnberry Lane, Suite 200, Valencia, CA 91355-1005 for the procurement of the QIAxcel/QIAxtractor/ QIAgility Kits. The Intramural Research Program (IRP) of NIAMS provides a unique contribution to the overall NIAMS research agenda. The IRP has established a tradition of excellence, with a strong focus on long-term, high-risk research, investigations into the genetics and pathophysiology of human disease, and the development of innovative therapies for a number of serious disorders for which satisfactory treatments previously did not exist. The program is firmly grounded on a foundation of world-class basic science research and technology within the NIAMS IRP itself, widespread collaborations with other outstanding intramural clinicians and scientists on the Bethesda campus, and immediate proximity to the largest clinical research hospital in the world. The result is a heady cocktail of cutting-edge laboratory research in immunology, inflammation, genetics, structural biology, developmental biology, biophysics, and cartilage biology, with a generous twist of translational investigation in a number of clinical specialties. The reagents are required for the mouse genotyping core for the NIAMS IRP. The core utilizes QIAGEN robots to genotype several hundreds of genetically-modified mice and rats per week. The robots require specific QIAGEN pasticware and reagents; aerosol-free tips, plates, and tubes are made specifically for these instruments as they fit the particular set up of these robots. The sole source determination is based upon the fact that the QIAGEN consumable kits are required for fully DNA isolation, PCR set up, and automated size separation and quantification of DNA fragments using the QIAxtractor/QIAgility/QIAxcel Advanced System. QIAGEN is the sole manufacturer and distributor of these Kits. The North American Industry Classification System (NAICS) Code is 334516 with business size standard 500 Employees. The acquisition is being conducted under FAR Part 13, simplified acquisition procedures, therefore the requirements of FAR Part 6 Competitive Requirements are not applicable (FAR Part 6.001) and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-55 (February 2, 2012). This requirement is under the Simplified Acquisition Threshold (SAT) of $150,000.00. This notice of intent is not a request for competitive proposals. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Faxes will not be accepted. Responses will only be accepted if dated and signed by an authorized company representative. Information received, as a result of this Notice of Intent, will normally be considered solely for the purpose of determining whether to conduct a future competitive procurement.
