- Draft Bid Schedule (West Region MHE) Draft PWS This announcement is a FAR 5.205(c) Special Notice to request industry review of the posted draft solicitation content. No proposals are requested at this time. The draft consists solely of the Performance Work Statement (PWS) and sample bid schedule for one of the three covered regions, without estimated quantities or other content at this time, including additional regulation-driven clauses. The draft solicitation is an additional step being taken to develop the best terms possible for all parties due to the potential action covering what previously has been under multiple smaller contracts by DLA Disposition Services sites, with therefore a substantial shift in the proposed line item structure and terms to fully address the varying needs of the smaller sites, but without an overly cumbersome array of line items and terms. This potential procurement was first researched as Sources Sought announcement SP451012SS0007 posted on 12/06/2011. Responses to that announcement indicate that a Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside is anticipated, subject to internal approvals prior to an actual solicitation for responses to include prices and other proposal content. Note the terms of this set-aside provide for substantial participation by other firms besides the contemplated three possible SDVOSB awards by region. The applicable clause in 52.219-27 -- Notice of Service-Disabled Veteran-Owned Small Business Set-Aside, requires that at least 50 percent of the cost of personnel for contract performance will be spent for employees of the (SDVOSB) concern or employees of other SDVOSB firms, with joint ventures also eligible for consideration, subject to additional specifics in the clause. The remaining 50% of the subcontracting opportunity is eligible for all firms. Comments and questions are invited, with a due date of 20 Mar 2012. An amended notice is not anticipated after responses are received, to post responses to all submitted questions and comments. But all input will be fully considered in any actual solicitation for complete proposals issued as a result of this effort.
