Description
This is a SOURCES SOUGHT notice. The Government is seeking to identify qualified sources under North American Industry Classification System (NAICS) 541690, Other Scientific and Technical Consulting Services, and (NAICS) 541330, Engineering Services. This synopsis is for market research purposes only and IS NOT A REQUEST FOR PROPOSAL (RFP) nor does it constitute a SOLICITATION, or restrict the Government as to the ultimate acquisition approach. This sources sought announcement is unrestricted to allow small and large businesses to respond. Because the government is seeking wide participation and has not yet chosen a primary North American Industry Classification System (NAICS) code for this acquisition. Industry is invited to recommend or comment on the selection of the appropriate NAICS code. The Government will not reimburse respondents for any costs incurred in preparation of a response to this notice. The U.S. Army Engineering and Support Center in Huntsville, Alabama (CEHNC) intends to solicit and award multiple indefinite delivery indefinite quantity (IDIQ) contracts for engineering support services for Utility Monitoring and Control Systems (UMCS), Building Automation Systems (BAS); Electronic Security Systems (ESS), and Metering programs. These programs include: Information Assurance; Heating, Ventilation and Air Conditioning Systems (HVAC); Supervisory Control and Data Acquisition Systems; Automated Control Systems including fire alarm and life safety; utilities (electric/gas/water) metering; and electronic security systems worldwide. Work requirements will be defined in specific Task Order Performance Work Statements (PWS) under a basic contract PWS. The Engineering and Programmatic Support Services contract will require the Contractor to have the capability to respond to multiple requests for work at diverse locations. These locations are both inside and outside the Continental United States (CONUS). The support services include commissioning activities as well as preparing, providing, reviewing and/or validating the following: technical reviews, system evaluations, site investigations and surveys, commissioning plans, security assessments, special studies, incidental shop drawing reviews, technical data package (TDP) reviews, program and project management support, developing planning and budgetary cost estimates, training, and other technical and programmatic support. Other similar tasks may be required. The document reviews may include review of work prepared or performed by Other Government Contractors (OGCs). The Contractor may be required to perform site visits for inspection support activities for the various systems during surveys, planning, installation, and testing of these systems. Work under this contract includes: a. Commission new and existing equipment and systems. b. Perform security surveys and assessments. c. Review technical documents such as installation plans, site survey reports, security assessments, and similar products prepared by OGCs. d. Attend required site meetings at various installations or at OGCs facilities to provide technical or programmatic support for the affected systems. e. Prepare after action and other reports. f. Perform technical inspections of systems and/or equipment. g. Purchase special equipment as required. h. Troubleshoot, evaluate and develop system remediations, operations and improvements. i. Configure and/or program systems. j. Calibrate sensors and program direct digital control systems. k. Develop, analyze and/or revise sequences of operations. l. Program and/or configure diagnostics applications. m. Modify and/or expand system controls. n. Provide assessments of technology. o. Provide Information Assurance support for Testing and Accreditation Incidental design and construction, procurement and installation of UMCS or ESS systems may be required to enable the execution of some type of these support services. Interested sources should respond to the Sources Sought Questionnaire questions presented within this announcement in order to facilitate the Government's market research efforts. The Government will analyze all responses and determine if the pool of qualified and interested small business firms is significant enough for a total set-aside competition restricted to small businesses or for a partial set-aside competition restricted to small businesses. If the determination is made that there are not enough qualified and/or interested small business firms to perform this requirement, the Government may solicit the acquisition as an unrestricted full and open competition. The Government does not intend to rank submittals or provide any reply to interested firms. Interested firms should submit Capability Statements via email that describe relevant demonstrated experience and qualifications via email to cynthia.l.hall@usace.army.mil and tonju.l.butler@usace.army.mil email subject line should read: "UMCS Eng Spt Svcs Capability Statement [firm name]"no later than 3:00 PM CST, 23 March 2012. Submissions should not exceed ten- 8.5 inches x 11 inches pages (five pages if printed two-sided). The submission should address all questions in the sources sought questionnaire below and your ability to perform the work. NO HARD COPY OR FACSIMILE SUBMISSIONS WILL BE ACCEPTED. Cover letters and extraneous materials (brochures, etc) will not be considered. Questions concerning submissions should be directed to Cynthia L. SOURCES SOUGHT QUESTIONNAIRE Electronic Security Systems & Utility Monitoring and Controls Systems Engineer Support Services Capability Statement Questions Please respond to all questions as completely as possible: 1. What is the name of your business? 2. What is your cage code in the Contractor Central Registry? 3. What is your business address? 4. Identify a point of contact that can provide clarification of your response (telephone & email). 5. Is your firm a certified 8(a) small business, certified HUBZone business and / or Service Disabled Veteran Owned Small Business (SDVOSB) or small business? (please specify those that apply) 6. Would you be proposing on this project as a sole contractor, prime contractor with subcontractor(s), prime contractor with team member subcontractor(s), or a joint venture? For a joint venture, identify to the extent possible, your team members. Identify the business size of your team members or joint venture firms. For a teaming arrangement, explain how the team likely will be composed. (See FAR subpart 9.6 for Government policy on teaming arrangements, as well as 8(a) Program regulations described in 13 CFR 124.513) 7. Does your firm have the capability to perform site investigations, surveys and assessments to determine electronic security systems (ESS) requirements, to recommend possible ESS solutions, and/or to evaluate inoperable ESS and make recommendations for remediation? Provide any professional certifications that your personnel have that would be applicable. 8. Does your firm have the capability to perform safety related site investigations, surveys and assessments to determine arc flash hazards, hot panels via thermal infrared scans, and power load distribution analysis and make recommendations for remediation? Provide any professional certifications that your personnel have that would be applicable. 9. Does your firm have experience in reviewing installation plans, operation and maintenance documentation, test procedures and reports, and information assurance documentation for ESS, UMCS, BAS, Metering Systems, Fire Alarm Systems, Supervisory Control And Data Acquisition (SCADA) or similar? 10. Work Location - Does your company have the ability to work in 1) only a specific regional area, 2) throughout the entire United States (CONUS), or 3) in the United States and all U.S. territories, 4) Outside Continental United States (OCONUS)? 11. Experience - Provide locations and dates of your company experience providing electronic security services, UMCS services, information assurance services, and other related electronic systems engineering services at DoD or other Government facilities. Address cost estimating; commissioning and re-commissioning; preparing, reviewing, and validating technical data; performance of vulnerability assessments; force protection surveys; conducting site investigations; information assurance testing and accreditation; training support, and other technical and programmatic support. 12. Similar Experience - Provide other examples of your company's capabilities and qualifications to integrate, oversee, and commission electronic security systems, UMCS, or other similar electronic systems. Provide any specific manufacturer certifications that would apply. 13. How many installations or projects can your company provide support to simultaneously (provide the assumed size of projects for your estimate)? 14. Does your firm have experience in generating information assurance documentation, securing certifications, accreditations, and authorities to operate for electronic systems? If so, briefly describe. 15. List all the NAICS Codes that your firm is currently registered under in the Central Contractor Registration (CCR) and recommend what NAICS code should be used for this acquisition.
