- The National Institute of Mental Health (NIMH) proposes to issue a Request for Proposals (RFP) No. HHS-NIH-NIDA(MH)-12-031 entitled "Development of State Health Policy Database for Research (SHPDR) to Advance Health Economics Research on Health Care Reform" under a total small business set-aside (NAICS Code 541720 - Research and Development in the Social Sciences and Humanities ($19M)) See: http://www.federalnewsradio.com/?nid=522&sid=2742438. This is a Research and Development initiative. NIMH has identified the need for better data to enable health economics research relating to health reform, including: access to administrative data beyond Medicare; data on characteristics of provider organizations; longitudinal data; more clinical information; better health and outcome measures (especially for those currently uninsured and regardless of payer); data for smaller geographic areas; and, data representative of the populations of interest. To understand the influence of newly acquired health coverage will require before-and-after data. Different public and private organizations have state policy level information from their specific perspectives, including, legal, financial, public health perspectives, but there is no one integrated database for health policy relevant health economics research. Contract services are solicited to develop a State Health Policy Database for Research (SHPDR) which can be easily used by academic researchers, with statistical software, and can be easily linked with relevant existing public health and economic indicators for hypothesis driven empirical scientific research. This resource will be a core, multivariate, raw data set with carefully selected numerical and nominal variables on high priority selected state health policies. It is envisioned that this data set which captures information for CY2010, will be the base year data set before health reform implementation, and will be available as a public use data set for the research community on or about July 31, 2014. The SHPDR to be developed and delivered under this contract shall have certain characteristics to ensure its research utility. This database shall address: 1. State-level policy variables derived from publicly available state health statutes focusing on their state-specific health and economic incentive structure and fiscal parameters. Linkage to full documentation of the primary policy sources shall be considered integral part of the data set. 2. Easy linking to state and individual-level data sets from health and economic surveys and administrative claims data to facilitate wide use by researchers 3. Key research questions in health economics; and 4. Critical information needed to promote efficiency and quality in the financing and delivery of health care services that will improve the health of individual, families, communities, and populations. General information: This is a Presolicitation Notice in advance of the Request for Proposal (RFP), and the Government is not committed to award a contract pursuant to this announcement. The RFP, HHS-NIH-NIDA(MH)-12-031, detailing the specifics of the project as well as information pertinent to the development of an offeror's proposal will be available electronically on or about March 16, 2012, and may be accessed through the Internet at the Federal Business Opportunities website at: http://www.fedbizopps.gov. No paper copies will be available. Offerors are responsible for downloading their own copy of the solicitation and amendments and for routinely checking the Internet site for any possible solicitation amendments that may be issued by the Government. Proposals will be due on or about April 27, 2012. It is anticipated that one (1) cost-reimbursement contract award will be made for a period of five (5) years beginning on or about September 15, 2012. The contract will be Indefinite Delivery Indefinite Quantity (IDIQ) and extent of database development is indefinite. This pre-solicitation notice corresponds to the Small Business Sources Sought notice #HHS-NIH-DA-SBSS-12-236, same title as above, which was previously posted on November 1, 2011. All responsible sources are encouraged to submit a proposal that will be considered by the NIMH. This advertisement does not commit the Government to award a contract.
