Description
The U. S. Geological Survey (USGS) requires chartering an offshore research vessel capable of working in broken sea ice to support a walrus radio-tagging project in the northern Chukchi Sea for a maximum of 14 days between July 11, 2012 and July 25, 2012. The work area will be the northeastern Chukchi Sea at the southern edge of the retreating pack ice. One workboat will be provided by USGS and must be loaded onto the charter vessel from a port with road access near Anchorage, Alaska. The vessel will be required to transit to Nome, AK or other appropriate port near the target field work, pick up the science crew, and continue to the work area for arrival to the work area by about July 14, 2012. The estimated location of the initial target area will be 150 nautical miles west of Barrow, but is ultimately dependent on sea ice conditions at the time. The vessel will operate within the sea ice margin. Radio-tagging will occur for up to 10 days, and then the vessel will return the science crew to either Wainwright or Nome. The vessel will provide transportation and support for the science crew of 5 to 9 people working for USGS, as well a suitable workboat and experienced boat operator. The size of the USGS crew will be agreed upon at least one month prior to sailing. The contractor's vessel must meet all current US Coast Guard (USCG) standards for an oceanographic research vessel for safe off shore operations in the Arctic Ocean. Name of vessel, proof of USCG license, proof of insurance, a description of the watercraft, and experience of the vessel's Captain are required. The vessel's Captain must demonstrate approximately four years of experience operating large watercraft in the following specific regions, ice-bearing waters of the North Pacific and or Arctic Oceans. Vessel shall be made available for inspection before award. Request for Proposal, G11PS00175, will be issued on or about March 12, 2012 with an anticipated award date of March 23 2012. All responsible sources may submit a quotation which shall be considered by the agency. All firms must be registered in the Central Contractor Registration (CCR) database at www.ccr.gov, as well as, the Online Representations and Certifications Application (ORCA) to be considered for award. The applicable North American Industry Classification System (NAICS) code is 483113 Coastal and Great Lakes Freight Transportation and the size standard is 500 employees. This is a total small business set aside, in accordance with FAR Part 12,entitled, Acquisition of Commercial Items. This notice and any resulting solicitation or contract conforms to the requirements in place through FAC 2005-55,effective 02 Feb2012 Place of Performance.
