- DRAFT Statement of Objectives for the Mortgage-Backed Securities Guide ATTENTION ALL INTERESTED PARTIES/OFFERORS: THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. The U.S. Department of Housing and Urban Development (HUD) is soliciting comments, suggestions and industry feedback regarding Ginnie Mae's Mortgage- Backed Securities (MBS) Guide requirement. The resultant solicitation that HUD anticipates releasing this fiscal year intends to satisfy the requirement through the use of performance-based acquisition methodology. In addition to the attached Statement of Objectives (SOO), a Performance Requirements Summary (PRS) must be developed by the Offerors. The PRS must describe: 1) the end results to be achieved; 2) the performance standards and acceptable quality levels of the work performed; and 3) a Quality Assurance Surveillance Plan (QASP) to assure that the end results meet quality and acceptability levels. It is anticipated that this requirement will result in a competitive procurement. The Offeror that is awarded the Ginnie Mae's Mortgage-Backed Securities Guide contract must have the ability to be a leading information provider for the mortgage industry, providing guidelines, federal and state compliance, information, forms, content and business intelligence for the mortgage lending industry. The Offeror must have experience as a provider of searchable web-based handbooks and manuals specifically for the secondary mortgage market industry. HUD welcomes all questions, concerns, clarifications and any other input that would assist in developing this requirement. Industry input is sought in order to make the SOO as complete, accurate, understandable and achievable as possible. The draft SOO is attached for industry review and comments.
