- DESCRIPTION: The Army Contracting Command - New Jersey and the Office of theProject Manager for Maneuver Ammunition System are seeking sources interestedin entering into a Cooperative Research and Development Agreement (CRADA) with the U.S. Government on one or more of the following: - 5.56mm Rifle Marking Cartridges (for use in the M14 and M16 weapons): A quantity of 60,000 rounds (20,000 of each color) will be required to be submitted. -5.56mm Saw Linked Marking Cartridges (for use in the M249 weapon):A quantity of 99,000 rounds (33,000 of each color) will be required to besubmitted. -9mm Marking Rounds (for use in the M9, M11, and M4 weapons):A quantity of 81,000 rounds (27,000 of each color) will be required to besubmitted. The marking rounds (blue/red/yellow) stated above will be used with the CloseCombat Mission Capability Kit (CCMCK). The marking ammunition shall be areduced-energy, non-lethal cartridge that leaves a bright, water-soluble colormarking compound on target upon impact. The visible impact left by the markingcompound allows for an accurate assessment of simulated lethality and shotplacement. In exchange for providing the cartridges, the Government will bear the cost totest the cartridges in accordance with the draft performance specificationsand each offeror will be provided the results of their test. The cartridges will be subject to Proof of Principle (PoP) including preliminary life cycletesting. NOTE: Testing of the sample rounds will be immediately and permanentlysuspended in the event that a critical and/or major failure occurs. Offerorscan pay to have the remaining ammo shipped back. The information gathered during testing will be used to support thequalification of additional sources. All marking rounds stated above will be used with the Close Combat MissionCapability Kit (CCMCK). The CCMCK is a user installed temporary weaponconversion system that allows the Soldier to employ an individual weapon(5.56mm - M4/M16/M249 and 9mm M9/M11/M4) at short range using low velocitymarking ammunition while precluding the weapon from firing standard serviceammunition. SPECIFICATION: The ammunition must be compatible with the current US Armyqualified CCMCK weapon conversion system for each 9mm and 5.56mm. Noadditional weapon conversions or modifications outside of the current CCMCKsystem will be allowed. The Government will provide draft performancespecifications for both the 5.56mm and 9mm that include all qualificationtesting listed upon request. Sources interested in supplying the markingammunition should adequately describe their experience in small caliberproduction and testing, demonstrated high rate production, annual productioncapacity, and verification status of their proposed design. Those sources nothaving a previously verified design should also submit a rough outline oftheir plans and schedule to verify their design and shall submit any backupdata to support claims that their design will conform to the draft performancespecification requirements. Sources shall provide verification status of themarking ammunition cartridges that will be supplied under this contract. TheCRADA Partner will provide a quantity of the marking rounds listed above tothe appropriate Government Proving Grounds for testing (date TBD). Thecartridges shall be of a design that meets the basic requirements of the draftPerformance Specification. The contractor is responsible for acquiring theappropriate documents for shipment of the cartridges. PLANNED ACQUISITION: The Government is only seeking sources at this time. If a formalsolicitation is generated at a later date, a solicitation notice will bepublished. All information is to be submitted at no cost or obligation to theGovernment. The Government reserves the right to reject, in whole or in part,any private sector input as a result of this market survey.
