- **** THIS SOLICITATION IS MODIFIED TO CHANGE SOLICITATION NUMBER TO READ HSCG40-12-R-50130 **** The U.S. Coast Guard SFLC, Small Boat Product Line has a requirement to establish a program to overhaul/Recondition USCG Cummins VT903M Diesel engines attached with the Twin Disc MG509 Reduction Gears, 6CTA8.3 M1, Cummins/MerCruiser QSD2.8 marine diesel propulsion engines, and the Cummings/ONAN 35MCGBA Genset. The Cummins VT903M is currently used on the 41' Utility Boat (UTB), the 6CTA8.3M1 is used on the 49' Buoy Stern Load (BUSL), the Cummins/MerCruiser QSD2.8L is currently used on the Cutter Boat Large (CB-L), and the Cummins/ONAN 35MCGBA is currently is used on the BUSL to supply auxiliary power. The overhauls shall be completed in accordance with Coast Guard specifications and shall require us of only genuine OEM parts-no substitutes or aftermarket parts will be accepted. It is the Government's believe that only Cummins/Twin Disc and/or their authorized repair facilities posses the necessary proprietary technical and engineering data to successfully overhaul these engines; therefore it is the Governments intent to only solicit to Cummins and Twin Disc and/or their authorized distributors. However, other concerns having capabilities to provide these services and supply genuine OEM parts are invited to submit complete information discussing their capabilities within 15 calendar days from the day this notice is posted. The information submitted must include: (1) Complete and current engineering datat to demonstrate the acceptability of the offered parts (i.e. salient physical, functional, and serviceability characteristics) or (2) Data that offered parts have been satisfactorily manufactured for the Government or the original manufacturer. This data must include sufficient information to allow the Coast Guard to evaluate the proposal relative to the above requirements. Concerns that respond to this notice must fully demonstrate the capability to accomplish the above and are to supply pertinent information in sufficient detail to demonstrate a bona fide capability to meet the requirements. Inquiries/information received after the established deadline shall NOT be considered for this acquisition. The submission of this data for review shall not impede award of this contract. The Government does NOT intend to pay for information solicited. This synopsis is issued pursuant to FAR 6.302-1.
