- The Office of Acquisition Management, Contracts and Grants (AMCG), and the Biomedical Advanced Research and Development Authority (BARDA) within the Office of the Assistant Secretary for Preparedness and Response (ASPR), Department of Health and Human Services (HHS), has a requirement for 10 parking spaces for senior staff. The government intends to negotiate using FAR Part 13 - Simplified Acquisition Procedures for Commercial Items. Details of requirement are below. The government will issue a purchase order to the lowest price technically acceptable. In order for any offeror to qualify as technically acceptable, they must meet the following requirements: • Spaces must be able to accommodate at a minimum nine (9) automobiles the size of a Sports Utility Vehicle (minimum size standards for the garage/space shall be an Automobile the size of a Cadillac Escalade or its equivalent). The requirement also necessitates one (1) RESERVED parking spot. • The garage shall operate within the hours of 5am - 8pm. • The garage shall be within 2 blocks of 409 3rd St. SW, Washington, DC 20024. • Spaces must be available for the following periods: Base Period: March 1, 2012 through December 31, 2012 Option I: January 1, 2013 through March 31, 2013 Option II: April 1, 2013 through June 30, 2013 Interested offerors shall submit their cost proposal as follows: Space Type Rate for Base Period Rate for Option I Rate for Option II The government will evaluate proposals based on the total contract value, as if all options were to be exercised. See attachment for applicable terms and conditions. The time for submitting quotes SHALL NOT BE EXTENDED by issuing this amendment. Questions 1. Where were your 9-10 spaces before/currently? In the garage located at 409 3rd St. SW, Washington, DC 20024 2. How does the contractor submit the proposal? The contractor shall demonstrate in its quote that it meets all of the minimum requirements listed in the RFQ (note: please see the clarification below on the distance from the facility), in addition to its price quote. Additionally, provide at least 1 past performance reference. 3. Garage shall operate with the hours of 5:00 am - 8:00 pm. Does this require the proposed facility to be physically open and staffed during these times as opposed to the parkers simply having access during these timeframes. Parkers shall have access during these timeframes. 4. Do the end users need the ability to self-park or is valet and the need to potentially leave their key an option for this opportunity. Self-parking only. 5. Will these individuals be primarily parked for the day once they arrive or will they be entering/exiting multiple times a day. Parkers shall be able to come and go as they please within the required timeframes. Clarification: The government feels as though 2 blocks is too broad an interpretation for the distance from the building requiring parking, and therefore is clarifying that any facility be within 0.2 miles of 409 3rd St. SW, Washington, DC 20024. The government will use an online mapping tool to determine the distance from the facility to the address of the parking facility.
