Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and written solicitation will not be issued. The statement that the solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular. The Drug Enforcement Administration (DEA) has a requirement for the acquisition of monthly refueling and generator maintenance of (6) License Plate Reader trailers on the Tohono Nation Indian Reservation located in Southern Arizona for the period of 3/12/2012 through 3/11/2013. The vendor shall be required to refuel the generators with up to 100 gallons of diesel fuel 36 times for a one-year period. An annual service package is required to service the generators every 250 hours. Twelve (12) valve adjustments are also needed throughout the one-year period. Load banking at 80 percent to be included in the annual service package. The following FAR Part 12.3 provisions and clauses are applicable to the acquisition: 52.212-1 (Feb 2012) Instructions to Offeror's-Commercial Items; 52.212-2 (Jan 1999) Evaluation-Commercial Items; The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (1) Past Performance (2) Technical Capability and (3) Delivery. Price will also be considered. All sources shall submit a quotation and three past performance examples which will be evaluated. Technical and past performance; when combined is equally as important, (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. 52.212-3 (Feb 2012) Offeror Representation and Certifications-Commercial Items; 52.212-4 (Jun 2010) Contract Terms and Conditions-Commercial Items; 52.212-5 (Feb 2012) Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items. The additional clauses cited within this clause are applicable. The Government anticipates a sole source single firm fixed price award to Gen-Tech under authority 41 U.S.C. 253(c) as implement in FAR 6.302-1. Gen-Tech is the only authorized vendor by the Tohono Nation Indian Reservation to provide these services. The award will be based on the most advantageous to the government. Price and other factors will be considered. Responses shall be submitted electronically to yokita.m.davis@usdoj.gov. The deadline for questions is 3/01/2012 at 10:00 a.m. EST. All questions must be submitted in writing. Closing date for receipt of quotes is 3/7/2012 at 10:00 a.m. EST.
