Description
SYNOPSIS/NOTICE OF INTENT The Department of Energy (DOE) Office of the Chief Human Capital Officer plans to contract with the Partnership for Public Service to provide support and guidance for a cultural transformation effort at the Department of Energy, with an emphasis on leadership roles, communication, data analysis, and action planning. The Government intends to award a sole source, firm fixed price contract. The period of performance for this award will span a twelve (12) month base period and commence no later than 15 days from the date of Award. The government may elect to extend the contract for a one-year option period within the term of the contract. The principal place of performance will be the DOE headquarters facility in Washington DC and Germantown, MD. Contractor hosted events, as specified, will occur off-site in the Washington DC Metro Area. Video and/or teleconferencing with DOE sites outside of the HQ area may also be held. PARTNERSHIP FOR PUBLIC SERVICE, INC. (PPS) is the only recognized not-for-profit organization with the stated mission of revitalizing the federal government by inspiring a new generation to serve through the way government works. The transformation program is highly specialized to DOE agency and departmental needs. PPS is uniquely positioned to provide immediate support and guidance for this cultural transformation effort at the Department of Energy because it operates a proprietary database and data analysis tool for the Federal Employee Viewpoint Survey. Through its work with other Federal agencies, PPS has developed a data-based action planning approach that provides staff members with an opportunity to validate the survey results, provide additional qualitative feedback, and offer ideas to improve the workplace. The requested services are in the best interest of the Department of Energy. The Department?s rankings and overall index scores from the Best Places to Work ha ve declined over the previous three survey periods. On average, agencies that have worked with the PPS have improved overall satisfaction and commitment by approximately 6% annually. In accordance with Competition in Contracting Act, 41 USC 253 [c] [1], as implemented byFAR 6.302-1, other than full and open competition is authorized when there is only oneResponsible source and no other supplies and services will satisfy agency requirements. This is a combined Synopsis/Notice of Intent to Award; however, interested parties may submit a capability statement and rationale by Thursday, March 8, 2012 at 9:00am (Eastern) via e-mail to Danielle.Hicks@hq.doe.gov. The written response must include a general statement for services mentioned in this announcement and past performance client information for similar work. A determination by the Government to compete this proposed contract based upon responses tothis notice is solely within the discretion of the Government. Information received will normallybe considered solely for the purpose of determining whether to conduct a competitive requirement.
